Summary

NASA Goddard Space Flight Center seeks a highly experienced Computer Engineer to serve as Deputy Manager of the Earth Science Data and Information System Project (ESDIS) Science Operations Office (SOO) in the Engineering and Technology Directorate (ETD), Software Engineering Division, Science Data System Branch in Greenbelt, MD. You will lead a team of engineers to develop and operation the Earth Observing System Data and Information System (EOSDIS) Distributed Active Archive Centers (DAACs).

Duties

Help
  • Direct and manage interdisciplinary science data systems development, design, and integration activities in a broad range of technologies.
  • Direct and manage interdisciplinary science data systems development, design, and integration activities in a broad range of technologies.
  • Lead ESDIS science operations engineering team and provide plans and direction to accomplish the work of the ESDIS science operations segment and ensure that the operation and maintenance of software data systems are on time and within budget.
  • Oversee the operation of EOSDIS archive centers efforts, tracks cost and schedule, technical constraints, and status on meeting the requirements of the users of the science data system.
  • Review systems against the established design criteria and evaluate whether they can be resolved with new requirements and/or technical innovations.
  • Plan and execute major system transitions and ensure the success of major alterations made due to program changes
  • Communicate Science Operations goals, priorities, requirements, policies, and direction in meetings with participants in parallel Earth science data and-information management efforts across NASA centers and with other cooperating Agency partners.
  • Develop, review, and provide recommendations for proposed science data systems project requirements, expected results, and budgetary estimates.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

In addition to the basic education requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14:

You must have one year of specialized experience equivalent to the GS-13 grade level such as technical leadership in the development and/or operation of complex science data systems, and/or the identification and analysis of related resource/budget requirements

To qualify for the GS-15:

You must have one year of specialized experience equivalent to the GS-14 grade level such as management and/or oversight of contractor development projects/tasks, defining statements of work, evaluation of proposals, technical direction, and monitoring, measuring and evaluating contractor performance.

Degrees in engineering technology are not considered to be qualifying for this position.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus
