  • Oversees the day-to-day operations for the AD while serving as an expert consultant to the Associate Chief Information Officer (ACIO) on all matters relative to the AD.
  • Supports Associate CIO for Applications in developing and promoting the vision and strategy; coordinates efforts across division; ensures alignment with strategy across all areas of management (policy, budget, staffing, etc.).
  • Coordinates budget formulation and execution; integrates budget across program; ensures investments align with program strategy, and that the budget aligns with strategic roadmaps.
  • Provides leadership and guidance to the division's workforce, develop and execute strategic staffing plans and org charts; approves staffing actions, ensures compliance with budget and staffing limits, and alignment with strategy.
  • Coordinates program performance assessments, analyzes feedback, recommends corrective action and fosters recognition for excellence.
  • Supports the Associate CIO for Applications in digital transformation for the Division, transforming to focus on business value and business outcomes while maturing the agile practices and patterns.
  • Supervises the work of the organization. Provides administrative and technical supervision necessary for accomplishing the work of the Office.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade (GS-14) which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-15:

Specialized experience includes working with various IT methodologies, frameworks, and mindsets such as Information Technology Infrastructure Technology (ITIL), Agile, SCRUM, DevOps, KanBan, and Product Management; managing/collaborating on multi-million dollar budgets with multiple Lines of Business (LOB); and participation in mindset shifts to change culture of organizations such as shifting from Project Management to Product Management and Waterfall to Agile.
