Duties

Help
  • You will formulate for and approval of the Head, Affirmative and Personnel Claims Branch, Navy policy on all matters relating to the administration of the Medical Care Recovery Act and Third-Party Payers Act claims.
  • You will initiate revisions and improvements to claims processing in response to statutory, regulatory, and/or mission adjustments.
  • You will research and prepare point papers and other documents pertaining to claims policies and incidents related to any claims matter under the cognizance of the Division and participate in senior-level discussions regarding same matters.
  • You will draft responses to Congressional inquiries received by the Division, and prepare recommendations and/or requests for action to Department of Justice on MCRA matters.
  • You will negotiate with attorneys, insurance adjusters, lien resolution administrators, and injured parties and liaise with other services'/agencies' medical care recovery offices, U.S. Attorney's Offices, DHA, and medical treatment facilities.

Qualifications

The Office of Personnel Management (OPM) has not issued qualification standards for attorney positions. However, the Office of the Judge Advocate General sets minimum qualifications for attorney positions as outlined below.

This supervisory position reports to the Head, Affirmative and Personnel Claims Branch, and is located at the Medical Care Recovery Unit (MCRU), San Diego. The incumbent will serve as a supervising attorney, overseeing all activities of MCRU, San Diego which processes and adjudicates, in accordance with Federal regulations, all claims asserted under the Medical Care Recovery Act (MCRA) and the Third-Party Payers Act, and other pertinent statutes and regulations.

Reporting to the Head, Affirmative and Personnel Claims Branch, the incumbent is directly responsible for the overall planning, supervision and quality of work of their respective MCRU, consisting of one Senior Claims Examiner, eight Claims Examiners and three Clerks. The incumbent formulates, for the consideration and approval of the Head, Affirmative and Personnel Claims Branch, Navy policy on all matters relating to the administration of Medical Care Recovery Act and Third-Party Payer Act claims.

Must have a J.D. degree from an ABA accredited law school, be a member in good standing of the Bar of the highest court of a State of the United States or a Territory of the United States, and have a minimum of (3) years post-law school legal experience as either a military judge advocate or in private practice commensurate with the duties and responsibilities of this position.

An official certificate issued within the past 3 months showing the applicant is a member in good standing of the Bar of the highest court of a State of the United States or a Territory of the United States or sufficient proof that the same has been requested with the appropriate licensing authority. Additionally, a Certificate or Letter of Good Standing with the Bar of the highest court of a State of the United States or a Territory of the United States that was issued within the past 3 months must be presented to the Hiring Manager within 15 calendar days of notification of selection.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., PeaceCorps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education

Must possess a J.D. degree from an ABA accredited law school.
