Duties

Help

As a Quality Assurance Specialist at the NH-1910-3 some of your typical work assignments may include:

  • Serves as a Quality Assurance Specialist and assesses, evaluates, and monitors the resources to ensure acceptable Quality and Mission Assurance (QMA) standards are met for the Missile Defense Agency (MDA).
  • Assists in the assessment, evaluation, monitoring, and management of resources to ensure acceptable (QMA) standards and concepts are imported within the Missile Defense Agency (MDA) workforce and programs.
  • Monitors processes and practices that ensure compliance with QMA strategies, policies, agreements and standards.
  • Researches and analyzes questions, issues, and problems and drafts recommendations to agency employees as well as contractors.
  • Implements agency-wide quality directives, policies, standards, processes and procedures. Performs evaluations/ inspections based on hardware criticality and assesses Material Review Board (MRB) standards and processes. Conducts hardware pedigree reviews.
  • Investigates un-verified failures that pertain to provisioning. Reviews and verifies provision failure analysis and anomaly resolution. Participates in technical provision issues and participates in independent review teams.
  • Ensures new design concurrence and qualification. Categorizes hardware criticality and verification methodology, and investigates un-verified design failures. Conducts and verifies failure analysis and anomaly resolution.
  • Provides program oversight to ensure effective use of QMA resources.
  • Develops and communicates quality assurance planning and practices, corrective actions, and appropriate policy initiatives that cross cut all MDA programs, site management activities, and general operations.
  • Coordinates and monitors sensitive and complex quality assurance issues.

Qualifications

You may qualify at the NH-03 level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:

  • Experience with quality assurance principles, practices, and procedures.
  • Experience in the manufacturing, assembly, integration and test of complex weapons or space systems.
  • Experience establishing and monitoring processes and practices that ensure compliance with Quality and Mission Assurance strategies, policies, agreements and standards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level II Production, Quality & Manufacturing Assurance Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position considered.

Selectee must acquire 80 continuous learning points every two years.

Competencies:
- Advanced knowledge of quality assurance principles, practices, and procedures.
- Advanced knowledge of and ability to read, interpret, and apply technical data, blueprints, engineering drawings, and microfilm.
- Knowledge of test methods and ability to use test/inspection equipment (e.g. scales, micrometers, comparators).
- Knowledge of material control processes such as packing, cleaning, preservations, containers, environmental controls, marking, and labeling.
- Knowledge of production methods, inspection techniques, and manufacturing processes.
