Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Administrative Management Specialist, you will:

Be responsible for Space Management, Physical Security, Health and Safety, and Building Emergency Response, Personal Property Management, Acquisition/Procurement, Travel and Transportation, Time and Attendance Program Administration, and Administrative Support duties.

The incumbent is recognized and fully relied upon by the CFO and Chief Administrative Officer to act as a liaison and handle the communication with persons or groups internal and external to the organization or office. The employee performs a variety of duties in support of the effective planning and management of administrative functions, resources, and services, and functions primarily as one of the central operations person and performs a wide variety of administrative management support. The incumbent works directly with and for the Chief Administrative Officer in the coordination of all administrative activities, which includes support activities, procurement and contracting to ensure an efficient and standardized approach to program and operational functions. Additionally, the incumbent provides expert management information, advice, and assistance to the CFO and CAO on any project assigned as well as represents and speaks for the CFO and CAO in both formal and informal circumstances.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:  For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Experience using travel regulations, policies, and procedures. Examples of this experience could include but is not limited to: 1) Advising travelers of the policies, regulations, and procedures regarding travel authorizations. 2) Preparing international change of duty station orders which includes obtaining passports/visas, shipping personal effects, and arranging storage. 3) Preparing travel, running reports from electronic travel system and preparing report on Undeliverable travel balances; AND
  • Experience in management services related to budget and operating procedures. Examples of this experience could include but is not limited to: 1) Assisting in assessing budget and internal control procedures to improve efficiencies and cost effectiveness; AND
  • Experience using Personal Property Management regulations, policies and procedures. Examples of this experience could include, but not limited to: 1) tracking accountable property, surplusing and retiring property; AND
  • Experience conducting or overseeing physical and online inventories; AND
  • Experience using Government Purchase Card regulations, policies and procedures. Examples of this experience could include but not limited to: 1) Conducting purchase card audits and preparing analysis to provide to management. 2) Completing monthly reconciliations; AND
  • Experience using Transit Subsidy Program regulations, policies and procedures. Examples of this experience could include but not limited to: 1) Conducting annual transit audits and analysis. 2) Providing guidelines and policy assistance to employees.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Experience using travel regulations, policies, and procedures. Examples of this experience could include but is not limited to: 1) Advising travelers of the regulations or procedures regarding travel authorizations. 2) Preparing change of duty station orders which may include arranging the shipment of personal effects or arranging storage. AND
  • Participating in the maintenance of a travel system. Examples of this experience could include but is not limited to: 1) Providing user access, identifying issues and making recommendations for resolution; AND
  • Experience using Government Purchase Card regulations, policies and procedures. Examples of this experience could include but not limited to: 1) Making purchases for government supplies and/or training, etc. 2) Completing monthly reconciliations; AND
  • Experience using Personal Property Management regulations, policies and procedures. Examples of this experience could include, but not limited to: 1) tracking accountable property, surplusing and retiring property. 3) Preparing reports and providing to program offices; AND
  • Experience using Space Management Policies and Procedures. Examples of this experience could include but not limited to: 1) Conducting Space Move for program Offices, which include working with contractors, etc. 

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

  • Experience using travel regulations, policies, and procedures. Examples of this experience could include but is not limited to: 1) Assisting employees on procedures for completing travel authorizations, vouchers, expense reimbursements or similar documents. 2) Providing user assistance on automated travel systems. 3) Experience maintaining records regarding travel and relocation; AND
  • Experience using Government Purchase Card regulations, policies and procedures. Examples of this experience could include but not limited to: 1) Making purchases for government supplies and/or training, etc. 2) Completing monthly reconciliations; AND
  • Experience using Personal Property Management procedures. Examples of this experience could include, but not limited to: 1) tracking accountable property, surplusing and retiring property.

OR

3 full years of progressively higher level graduate education OR posses a Ph.D. or equivalent doctoral degree.

OR

a combination of graduate level education beyond the first 2 years of progressive graduate study and specialized
experience that together meets 100% of the qualification requirements for this position. (Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. 

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-11, you must have been at the GS-09 level for 52 weeks.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
