Help

This position is located in the Office of the Chief Information Officer (OCIO), Office of Management, Office of the Inspector General (OIG), Department of Homeland Security (DHS). OCIO is responsible for the overall management of all operational information technology (IT) resources and support services for OIG.

Being a Information Technology Specialist makes you a valuable member of the Office of the Chief Information Officer. You will provide leadership, direction, and oversight to a staff that are responsible for designing, deploying, implementing, monitoring, and operating enterprise-level hardware and software that encompass the IT infrastructure for the entire OIG. Typical assignments include:

  • Serving as a technical expert with regard to cybersecurity requirements for IT networks and systems. Designing networks and systems with rigorous attention to application of cybersecurity policies and practices.
  • Analyzing, planning, designing, implementing, assessing, and managing the OIG enterprise structural framework to align IT strategy, plans, and system with the missions, goals, structure, and processes of the organization.
  • Planning, analyzing, designing, developing, configuring, installing, and maintaining networked systems used for the transmission of information in voice, data, and video formats.
  • Working closely with OIG customers in communicating and coordinating IT projects and ongoing operations.
  • Preparing and presenting briefings to executive leadership on complex and controversial IT issues and communicates complex technical requirements to non-technical personnel.

Qualifications

Basic Requirement: For this position, all individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services;is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others,attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the above requirement, you qualify for the GS-13 grade level (starting salary $102,663) if you possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience at this level must include experience in each of the following:

  • Serving as a technical expert with regard to cybersecurity requirements for IT networks and systems;
  • Analyzing, planning, designing, implementing, assessing, and managing an agency's enterprise structural framework to align IT strategy;
  • Ensuring the rigorous application of information security policies, principles, and practices to all components of the enterprise architecture;
  • Installing, administering, and maintaining networked systems used for the transmission of information in voice, data, and video formats;
  • Applying information systems security concepts and methods to identify need for configuration changes based on new security technologies or cyber threats
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
