Duties

The incumbent will serve as an Economist or Statistician in the Bureau of Labor Statistics (BLS), Office of Field Operations, Division of Consumer Price Surveys.

The incumbent will responsible for the following:

  1. Assist in developing national collection plans for survey programs including overall workload, position control, resources, and budgets.
  2. Apply a wide range of qualitative and/or quantitative methods required for database design, data mining, data analysis and assessment focused on improvement, program planning and the development, formulation and implementation of new, revised, or modified operating methods.
  3. Participate in the design, execution and monitoring of appropriate certification, quality assurance, on-the-job training and mentoring programs to ensure the quality and accuracy of the collected data.
  4. Coordinate the development and implementation of training regimens for complex concepts, methodology, and procedures.
  5. Develop systems requirements, performing user testing, coordinating field testing, and developing operationally feasible plans for implementing systems and configuration upgrades which impact OFO web tools, collection instruments and OFO management applications.
  6. Serve as a liaison and providing technical support between regional and national offices on issues related to assigned surveys.

Qualifications

For an Economist, applicants must have one of the following:

A. Degree: Economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of Education and Experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economic subjects and one of the following: (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

For a Statistician, applicants must have one of the following:

A. Degree: that included at 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences; medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements shall be given for courses in which 5s0 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of Education and Experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to the Basic Requirement, applicants must meet applicable grade level qualifications


GS-13 QUALIFICATIONS:

In addition to the qualifications listed above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience must demonstrate a thorough understanding of data collection and survey methodology, especially as it relates to the execution of a data quality program. Examples of qualifying experience include: Translating survey methodology into operationally feasible collection procedures and providing impact analysis on how the procedures affect data collection, data quality, and training; Designing, executing, and monitoring of appropriate certification, quality assurance, on-the-job training and mentoring programs to ensure the quality and accuracy of the collected data; Serving as the subject matter expert on data mining, developmental projects, developing systems requirements, performing user testing, and developing operationally feasible plans for implementing systems and configuration upgrades; Serving as a subject matter expert for executing training, development of distance learning and other training technologies, including website design and maintenance.

Education
