Duties

Help

As a Logistics Management Specialist at the NH-0346-4 some of your typical work assignments may include:

  • Direct, develop and perform multi-functional logistics management operations that include planning, coordinating and evaluating the logistics actions required to support the Missile Defense Agency (MDA) goals and mission.
  • Coordinate and evaluate logistics support in consideration of the twelve Integrated Product Support (IPS) Elements (maintenance planning; manpower and personnel; supply support; support equipment; technical data; training and training support; computer resources support; facilities and infrastructure; packaging, handling, storage, and transportation; design influence/interface; sustaining engineering and product support management) in accordance with Performance Based Logistics (PBL) to identify and execute specific requirements, identify and mitigate risk, and to develop and adjust plans and schedules for the actions required to meet each requirement on time;
  • Possess a working knowledge of MDA acquisition, planning, funding, and management information systems.
  • Develop/implement Department of Defense (DoD) and MDA logistics directives and instructions.
  • Logistics work requires (1) ability to coordinate and evaluate logistics support in consideration of the twelve Integrated Product Support (IPS) Elements (maintenance planning; manpower and personnel; supply support; support equipment; technical data; training and training support; computer resources support; facilities and infrastructure; packaging, handling, storage, and transportation; design influence/interface; sustaining engineering and product support management) in accordance with Performance Based Logistics (PBL) to identify and execute specific requirements, identify and mitigate risk, and to develop and adjust plans and schedules for the actions required to meet each requirement on time; (2) possess a working knowledge of MDA acquisition, planning, funding, and management information systems. Develop/implement Department of Defense (DoD) and MDA logistics directives and instructions. Coordinate with Lead Services and Warfighter communities to jointly develop readiness and logistics plans, strategies, and procedures focusing on delivering a BMDS capability that is effective, efficient, and supportable to meet operational requirements.

Qualifications

You may qualify at the NH-04 if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH - 03/GS-13 grade level in the Federal service:

  • Experience developing logistics policies, processes and procedures.
  • Experience with acquisition program planning and management principles and methods such as capability-based acquisition, incremental development, resource and schedule planning, and project planning and management.
  • Experience with systems acquisition process covering all phases of acquisition, including requirements generation and resource allocation processes.
  • Experience using the Federal Budget Process and Planning, Programming, Budgeting, and Execution System (PPBES).
  • Experience identifying and applying the principles and methods related to financial planning, formulating financial programs and budgets, cost estimating, budget analyses and execution, and Earned Value Management (EVM).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This position requires Acquisition Workforce Level III Life Cycle Logistics. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

Selectee must obtain mandatory DAWIA certification within 24 months of entrance on duty. Selectee must acquire 80 continuous learning points every two years.
