Summary

Position located in the Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction within the Navajo Area Indian Health Service. The primary function of this position is to assist the engineering staff to perform technical duties related to the construction of water and waste facilities. This position works under the supervision of the District Engineer or Field Office Engineer.

Duties

Help

  • Provides water supply and wastewater disposal facilities for American Indian homes and communities.
  • The technician assists the engineering staff in performing non-professional technical duties related to the design and construction of water and waste facilities.
  • Prepares drawings, sketches, estimates and other documentation using familiar methods, procedures and data inputs.
  • Conducts tests on materials and equipment, recording instrument readings and evaluating test data.
  • Assembles, reproduces and distributes documentation and maintains project files and records.
  • Utilizes electronic surveying equipment. Assists with inspections of construction projects.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated
Specialized Experience:
GS-04: Six months of general experience and six months of specialized experience.
GS-05: One (1) year of specialized experience equivalent to at least the GS-04 grade level.
GS-06: One (1) year of specialized experience equivalent to at least the GS-05 grade level.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Examples of Specialized Experience:
GS-4: Basic experience in the areas of field site assessment and data gathering, surveying, drafting, plan review, and utilityconstruction and inspection. Knowledge of computer systems and programs, i.e., word processors, database systems and spreadsheet software. Knowledge of and practical usage of GPS systems and mapping software to determine location and to verify location in relation to construction drawings. Exposure to engineering drafting systems and their usage

GS-5: Experience in the installation of individual or onsite wastewater septic systems and inspecting the drilling of water wells, water and sewer line construction, pump stations and potable water storage tank construction. Basic understanding of standardized onsite wastewater system designing methods. Basic understanding and demonstrated usage of computer aided drafting software, i.e., AutoCAD, Civil3D or higher and personal computer software, i.e., Microsoft Office, Mapping software. Requires minimal operating experience with GPS survey equipment, electronic total station equipment, electronic data collectors and surveying software. Work with construction plans and specifications.

GS-6: Experience supervising construction crews and performing construction inspections. Assisting the engineering staff to perform technical duties related to the design and construction of water and wastewater facilities. Substantial knowledge of and demonstrated independent work experience in the area of drafting. Competence with computer aided drafting software, i.e., AutoCAD, Civil3D and personal computer software, i.e., Microsoft Office. Work with construction plans and specifications.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position has promotion potential to the GS-6 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
