Duties

Help
  • Serves as the district wide subject matter expert for all matters related to the ENGlink program.
  • Develops and promulgates policy guidance for ENGlink issues.
  • Incumbent is responsible for performing a variety of assignments involving the analysis of requirements, selection of solutions and the management, coordination, control, policy development and implementation of all the ENGLink initiatives.
  • Evaluates effects of multi-year financial objectives and plans which may conflict with long-range goals and objectives of any one given activity within the program as a whole.
  • Manages or performs annual and multi-year fiscal planning and analysis for the ENGLink program in total (interrelated complex substantive program(s) with widely varying needs, goals, objectives, work processes and timetables).
  • Conducts in-depth analysis to identify, quantify, and evaluate the mutual effects and Interrelationships between program goals and financial resources and policies.
  • Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. for Headquarters level presentations and briefings.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1.) Develop training materials and curriculum for Engineer and Emergency Management Support Team's systems and equipment, emergency operation response systems or other contingency support IT systems or emergency management IT support systems. 2) Apply program and financial management principles and practices to plan program development requirements balanced against budgetary regulations to develop the best utilization of time and money for emergency management information technology support systems. 3) Prepare and present in-depth technical briefings as a technical support subject matter expert at conferences and to senior level management. 4) Develop, test, and document Windows, Apple or Android OS configurations for Emergency Management personnel accessing automated information system environments in support of emergency operations. and/or 5) Use qualitative and quantitative logic to identify solutions to problems and implement solutions to enhance overall program effectiveness and support end user requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
