The District Engineer position is is located in the Reno District Office, Division of Sanitation Facilities Construction (DSFC), Office of Environmental Health and Engineering, Phoenix Area Indian Health Service in Reno, NV. This position acts as the supervisor and resource person to multiple environmental engineers, engineering technicians, and administrative staff. This position reports to the Director of Sanitation Facilities Construction.

Help

  • Responsible for planning, design and construction of sanitation infrastructure projects, including negotiations with representatives of State and federal regulatory agencies, senior tribal elected officials and managers, construction contractors, and numerous others.
  • Provides direction to project engineers to assure projects are completed in accordance with industry standards and applicable codes and ordinances to include scheduling or work assignments, monitoring progress, performance evaluations and prioritizing multiple resources and activities.
  • Monitors project budgets and progress to assure timely completion within the budget constraints of the projects.
  • Provides cost estimates for infrastructure projects to tribes for funding from other agencies and reports project status to funding agency.
  • Monitors construction progress and quality control through periodic onsite inspections.
  • Supervises, plans and conducts field investigations aimed at promoting increased efficiency, improvement of end product or reduction in costs.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
In order to qualify for this position, you must meet the basic requirements (Education or Combination of Education and Experience) for a professional engineer.

Education: Professional Engineering Degree. To be acceptable, the curriculum must:

Lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET OR include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a. statistics, dynamics; b. strength of materials (stress-strain relationships); c. fluid mechanics, hydraulics; d. thermodynamics; e. electrical fields and circuits; f. nature and properties of materials (relating particle and aggregate structure to properties); and g. any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  • A) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • B) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • C) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirement for education. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in the education requirement above.
  • D) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.

MINIMUM QUALIFICATIONS, GS-0819-12:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Receiving and approving work status reports. Investigating, evaluating, inspecting, and approving design and construction practices to promote increased efficiency and to determine compliance with plans and specifications to reduce construction costs. Provides consultation services in regards to environmental engineering and housing and community development. Preparing schedules for completion of work. Manages District engineering activities including the first and second level supervision; Planning, design and construction of sanitation infrastructure projects, including negotiations with representatives of State and federal regulatory agencies, senior tribal elected officials and managers, and construction contractors etc. Monitors project budgets and progress to assure timely completion within the budget constraints of the projects.

Selective Placement Factor: Licensure In addition to meeting the Basic Requirements for this series listed above, you must meet the Licensure Requirement for this position. The following registration or license has been determined to be essential for the position.

Registration or licensure as a Professional Engineer (PE) by any state, the district of Columbia, Guam or Puerto Rico.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
