Antilles Elementary School is located in Fort Buchanan, a unique community located in the very heart of the San Juan metropolitan area. Fort Buchanan serves a population of over 104,000 military and civilian personnel, veterans, retirees and their family members.Today, Fort Buchanan is the only Department of Defense installation in the Caribbean Basin area.

Federal employees in Fort Buchanan may receive a 3.13% Post Allowance (COLA) in addition to the base salary.

Duties

Help
  • Plan, manage, direct and coordinate budget formulation, analysis, and execution.
  • Develop and manage long range plans and budget estimates concerning the school programs and operations for submission to higher headquarters for incorporation into the Department of Defense Education Activity.
  • Identify and evaluate school budget issues and developing recommendations for processes and program improvements that are presented to headquarters.
  • Manage manpower support for the school.
  • Oversee personnel actions for the school by coordinating requests for such actions, providing technical advice when filling positions and developing new position descriptions.
  • Administer student registration, attendance, academic records, tuition status and other related processes.
  • Develop school security procedures.
  • Manage facility repairs in addition to the maintenance and custodial program.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes: managing an annual budget (i.e. budget formulation, analysis, and/or execution) in support of school administration, managing school purchases in accordance with annual budget; and recommending improvements to the utilization of available resources and/or improve administrative management procedures.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Public Administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
