Qualifications
This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is:
Demonstrated experience conducting quantitative and qualitative program evaluations for international infrastructure programs.
Applicants must meet all the required qualification requirements and the SPF described by the closing date of this announcement. Education may only be substituted for specialized experience at some grade levels in accordance with the Office of Personnel Management's Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited toward qualifications.
Applicants must also meet the specialized experience or education substitution listed below.
Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled.
GS-09 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-07 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Education may be substituted for specialized experience at this level. Refer to the Education section of this announcement.
Specialized experience at the GS-09 level for this position includes, but is not limited to: experience evaluating U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports, and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and validating data; and working collaboratively and effectively with stakeholders in order to obtain input and information.
GS-11 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position. Education may be substituted for specialized experience at this level. Refer to the Education section of this announcement.
Specialized experience at the GS-11 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and experience with being responsible for maintaining the completeness and integrity of data; working collaboratively and effectively with stakeholders in order to obtain input and information; and experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence.
GS-12 Qualifications: Must possess one year of specialist experience equivalent to at least the GS-11 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position. Education MAY NOT be substituted for specialized experience at this level.
Specialized experience at the GS-12 level for this position includes, but is not limited to: evaluation of U.S. foreign assistance intended to promote U.S. exports and/or economic growth in developing and middle-income countries; experience applying qualitative and quantitative evaluation processes and procedures to analyze programmatic performance; developing and utilizing complex databases, spreadsheets, charts, graphs, reports and tables in order to present findings and conclusions; inputting data and information accurately in databases and records and experience with being responsible for maintaining the completeness and integrity of agency data; working collaboratively and effectively with stakeholders in order to obtain input and information; experience with collecting data (or direct observation of data collection) and the ability to synthesize and judge/evaluate multiple forms of evidence; experience applying theoretical frameworks, federal guidance and regulations, or principles of rigorous inquiry to real-life environments related to foreign assistance and economic development programs; and experience in an advisory role, leading and influencing others.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education

GS-09 education substitution:
- A masters degree or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related in one of the following fields; marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, international relations, or a closely related field. This education was obtained at an accredited business, secretarial or technical school, junior college or university, OR
- A combination of experience as described under Qualifications and education as described above, where the total percentage is equal to 100%. For example, 6 months of experience (50%) plus 1 full year of graduate education (50%) equals 100%.
GS-11 education substitution:
- A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related in one of the following fields; marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, international relations, or a closely related field. This education was obtained at an accredited business, secretarial or technical school, junior college or university, OR
- A combination of experience as described under Qualifications and education as described above, where the total percentage is equal to 100%. For example, 6 months of experience (50%) plus 2.5 years of progressively higher graduate education, with at least 6 months beyond the level of a masters degree (50%) equals 100%.
