  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Must be able to safely and proficiently utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities.
  • Successfully completed the Land Management Police Training (LMPT); OR Natural Resource Police Training (NRPT); OR National Park Ranger Integrated Training Program (NPRI).
  • Prior experience as a Law Enforcement Officer (LEO) carrying out duties involving investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States.
  • Must maintain a delegation of Law Enforcement Authority.
  • Cannot have a misdemeanor domestic violence conviction prohibiting him/her from possessing, receiving, transferring, or accessing firearms or ammunition in violation of the provisions of 18 USC 922.
  • This is a primary law enforcement position under the special retirement provisions of 5 U.S.C. 8336 (c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements.
  • Must successfully complete 40 hours of in-service training annually.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

You must possess one (1) full year of specialized experience that is equivalent in difficulty and complexity to the next lower grade (GS-09) level. Specialized experience is defined as: knowledge of law enforcement activities, including experience in using criminal investigative techniques and applying laws of evidence; testifying in a court of law; documentation of a criminal investigation in investigative reports; knowledge of Federal and state laws; knowledge of administrative, civil and criminal proceedings; and experience coordinating criminal investigations. Your specialized experience must demonstrate the experience is related to law enforcement activities regarding public land and resources.

-OR- PH.D. or equivalent doctoral degree, Completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, or LL.M. if related to the position.

- OR- An equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Maximum Entry Age: This is a primary law enforcement position under the special retirement provisions of 5 U.S.C. 8336 (c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements.

The maximum entry-age for this position shall not exceed age 37 unless you have sufficient prior Federal civilian experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in loss of eligibility to receive a waiver of the maximum entry age requirement. If over the MEA and you are not a veteran, proof of prior covered service must be submitted prior to employment. Acceptable proof consists of SF- 50s showing beginning and ending dates of covered/creditable appointments and copies of approved letters based on individual claims.

Firearm Requirement: This position authorizes you to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense.

All Law Enforcement Rangers who are new to the BLM are required to complete the introduction to Resource Protection Training Program within their first two years of assignment.

Successfully completed the Land Management Police Training (LMPT); OR Natural Resource Police Training (NRPT); OR National Park Ranger Integrated Training Program (NPRI).

Successful completion of the BLM's Field Training and Evaluation Program (FTEP) must occur within one year of receiving delegation of law enforcement authority. Failure to complete the FTEP will result in the loss of law enforcement delegation and/or termination of employment.

Physical Demands: The incumbent must be able to safely utilize firearms, non-lethal weapons and defensive tactics in the conduct of daily activities. The work involves potentially high risks with personal exposure to dangerous situations. The work requires long periods of standing, crawling, walking and running over rough, uneven, rocky surfaces. You will be required to operate motor vehicles, 4-wheel drives, small watercraft vehicles. You must meet arduous physical and medical standards identified in the BLM law enforcement policy. A medical exam will be required prior to appointment and on a scheduled basis.

Work Environment: Work is performed both in the office and field settings. Field work is normally performed alone in isolated areas of public lands. The remote areas may be in high mountains or desert areas and in rough terrain.
