Summary

Duties

Help

As a Records and Information Management Specialist, you will:

  • Utilize a high level of expertise and implementation support to WFLHD programs on a wide range of information requirements, including the Federal Records Act, the Paperwork Reduction Act, and all records and information regulations and directives from the National Archives.
  • Administer processes for managing the creation, maintenance, retention and disposition of records in all forms for WFLHD and manages the revisions and updates of the records retention schedules.
  • Provide guidance to team members on a variety of records and information management special projects such as cleanup projects and electronic and physical records processing and dispositions.
  • Work with higher headquarters and OST/WFLHD IT personnel on electronic recordkeeping requirements, records management applications, as well as technology challenges of accessing and maintaining records over time and participate in any new implementation of an electronic record keeping system.

The ideal candidate is an administrative professional with a background in a variety of administrative matters, policies, and procedures, and is ready to take on greater responsibility.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience interpreting and applying administrative policies and procedures in support of at least one of the following other areas: Occupational Workers compensation Program (OWCP), Security Clearance, Electronic Records, Freedom of Information Act (FOIA), and/or contracting/purchasing.
  • Experience with conducting regular internal records management reviews, reviews and implements work processes and policies related to the records' lifecycle are adhered to and documented.


To qualify for the GS-09 on Education alone, you must have at least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience evaluating requests for sensitive information and recommending release of the information or denial of the request based on the Freedom of Information Act (FOIA).
  • Experience analyzing and evaluating methods and techniques related to the efficiency and effectiveness of administrative program functions.
  • Experience with prepare reports, documentation, and correspondence to communicate factual and procedural information clearly, and applying analytical investigative techniques.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of RIM principles, policies and guidance to operate storage/staging facility and the processes and procedures associated with the establishment, maintenance, and disposition of records.
  2. Ability to communicate orally and in writing and to work effectively in a team environment in order to coordinate various support services functions.
  3. Knowledge of and skill in applying a wide variety of qualitative and quantitative methods and techniques necessary for assessment and improvement of records program effectiveness
  4. Knowledge of and skill applying policies, regulations and procedures pertaining to records and information access, storage, disclosure and dissemination of records and information
  5. Ability to establish, conduct and provide RIM training
