Experience required at GS-13: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: exercising expert knowledge in providing legal/congressional advice and guidance on Congressional requirements for the development, defense and execution of Civil Works funded activities and Congressional testimonies and documents; interacting with Capitol Hill for a Member of Congress (House or Senate) in legislative affairs to justify and settle matters involving significant and controversial issues and problems regarding authorization and appropriation requests and hearings; interpreting and applying a broad range of administrative laws, policies, regulations, and procedures to develop and execute Civil Works programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Experience required at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: managing questions, responses or inquiries to Congressional members in preparing supporting data, justifications, Congressional testimonies, information papers, speeches, and briefings for organization higher echelon (such as Division Commanders, Director, Civil Works) on Civil Works authorization, appropriations requests and hearings in support of program studies, planning and construction projects; serving as Lead to interact with Capitol Hill for a Member of Congress (House or Senate) in legislative affairs; providing, reviewing and analyzing a wide range of qualitative and quantitative methods and techniques to assess and improve program effectiveness and business processes to obtain results and make recommendations; and interpreting, developing and providing advice and guidance on Civil Works program management and administrative policies, regulations, procedures and laws. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
