Summary

This position is located at the Pacific Southwest Region 5 Deputy Regional Forester's office with the duty location of any Region 5 Forest Service office upon management approval.

This position is responsible for the operation of the Special Use Data System (SUDS) and processing resource information for special use programs in the Region.

Duties

Help
  • Provide guidance to subunits for fee calculation, permit generation, payment tracking, and report generation.
  • Assure the corporate Special Uses Database System (SUDS) applications are consistent with policy, regulations and business needs of the associated special uses and Financial Management Modernization Initiative (FMMI) programs.
  • Perform as a regional staff specialist for ensuring the Special Uses Database System (SUDS) database correctly interface with the Financial Management Modernization Initiative (FMMI)
  • Work with other Service Centers to match unidentified payments with bills generated in SUDS, to ensure permit fees are applied correctly.
  • Review subunit input into the Special Uses Database Systems (SUDS) reporting program.
  • Provide technical guidance and administrative support to regional subunits in Natural Resource Management (NRM) software, programs and applications.
  • Train all subunit special use personnel on database use.
  • Delegate roles of authority for all personnel in the Region that use the database.
  • Conduct independent, limited functional inspections of permit files and other projects in connection with resource activities.
  • Manage the special use database for the Region.
  • Oversee quality assurance and quality control activities on corporate/regional data including making corrections to data as needed.
  • Provide advice and assistance to fields units and staff for problem solving and correcting database functions.
  • Serve as the Region?s representative for the National Special Uses Database Systems (SUDS) team, participating in development of National policy, database requirements, and writing analysis documents.
  • Conduct reviews and works with headquarters to clear unidentified payments for all special uses, both Regional and National.
  • Provide technical advice and guidance to subunit special uses staff on special uses management and administration.
  • Compile Regional and subunit statistical information and provide reports of special use numbers by type, status, and collections.
  • Responsible for the accuracy of all records in the database, including preparing specialized reports and end-of-year information for annual reports both regionally and per subunit.

Specialized Experience Requirement:

For the GS-11: You must have one year specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience is defined as Monitored the correction of data and final corrections to the edit files until all entries are valid within a database; ensured all financial collections were processed in databases such as Forest Products Financial System and FMMI (Financial Management Modernization Initiative); performed work related to the input, output, review, analysis, posting and adjustments of the accounts; established controls to ensure that all special-use revenue collections and deposits are known, billed, collected, and deposited to proper accounts; analyzed and audited statements of account to assure documents comply with current direction, procedures, laws, and regulations.

OR

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

OR

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited.
