Help

This position is located at the Captain James A. Lovell health Care Center, North Chicago, IL. This position reports directly to the Associate Director for Facilities. The main purpose of this position is the responsibility for the planning, organization, staffing, controlling, evaluation and directing the functions of an expanded Environmental Management Service (EMS) for a 100-acre campus and 7 Outpatient Clinics over Wisconsin (Kenosha) and Illinois (Cook, Lake, and McHenry Counties), this includes operations for the only VA affiliated with Active Duty in-processing at 4 clinics including a dental clinic that supports over 175,000 patient visits per year.

Major Duties:

  • Assigns, plans, directs and reviews the work of subordinate supervisors and employees under supervision.
  • Assures work is completed; evaluates and develops employees work performance; approves sick and annual leave; advises employees on all matters pertinent to the service.
  • Coordinates efforts with internal and external agencies, including Senior management officials and Central Office.
  • Interprets local and agency policies, and drafts policies for Local Facility approval. Administers labor management agreements, meets and confers with Union Officials to resolve problems arising from interpretation or application of contract agreements.
  • Develop and maintain standards of cleanliness and sanitation, frequency of cleaning, methods, procedures, necessary supplies and safety precautions to be followed.
  • Ensures that all employees are knowledgeable of and comply with safety rules, that all employees receive pertinent and required safety training, and that safety programs are met.
  • Reviews and evaluates activities within the Sanitation Section to measure the extent of achievement of objectives and to evaluate the effectiveness of cleaning methods, techniques, and procedures.
  • Incumbent is responsible for training, counseling, disciplining, evaluating, and promoting the growth of employees within the department.
  • Develops and implements organization structures and operating plans and procedures to achieve program goals and determines needs for resources and their appropriate allocation and effectiveness.
  • Coordinates program efforts with other internal activities, top management and Central Office, as required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-13 GRADE REQUIREMENTS
Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade level GS-12 in Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; Experience in laundry and linen management; Experience in interior design management; Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Ability to analyze problems and make decisions taking into full consideration a wide range of factors and requirements; Knowledge government-wide, agency, and hospital rules and regulations in areas such as budget, personnel and labor relations, and ability to develop operating procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although there may be standing, walking, climbing, bending, kneeling, stooping or pushing/pulling involved in activities such as investigating problems, or indoor/outdoor site visits. Moderate lifting or carrying may be required infrequently (15 to 44 pounds). There is regular and recurring exposure to moderate discomforts and unpleasantness such as high noise levels, dust, high or low temperatures, or adverse weather conditions.
