Summary

This position is located within Rural Development, Rural Housing Service, Program Support Services Division Appraisal Services Branch, Appraisal Services Section 1/2/3. The incumbent performs primarily Technical Appraisal Reviews assigned throughout the Rural Development mission area.

Applicants must possess a Certified General Appraisal License issued by a State having authority over appraisal licensing.

Help
  • Devise and suggest procedures and special instruction in coordination with the Appraisal Services Branch Chief for field use concerning appraisal related matters.
  • Provides advice and consultation to program staff on valuation problems and technical issues.
  • Performs in-depth analysis on appraisals, rent comparability studies, financial projections, market studies, and capital needs assessments.
  • Provides technical guidance, and advice on appraisal regulations, policies, procedures, and in the administration of appraisals.
  • Completes internal audits, analyzes the data and provides recommendations to the Appraisal Services Branch Chief.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Selective Factor:

The applicant must be a State-certified (Certified General) appraiser with credentials based on the minimum certification criteria issued by the Appraiser Qualifications Board (AQB) of the Appraisal Foundation.

For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Knowledge of real estate appraisal, real estate appraisal review, practices and principles related to appraisal of all property types including; single family residential, multi-family residential and commercial properties. Knowledge of the Uniform Standards of Professional Appraisal Practice (USPAP), real estate valuation analysis, highest and best use analysis, identification of market trends, and different methods and techniques implemented in the appraisal of real estate, personal property, and intangible assets associated with real estate. Strong verbal presentation skills and experience explaining the appraisal process to various audiences; provide exemplary customer service and have strong written communication skills including drafting and editing written correspondence, analytical reports, and completion of appraisal and appraisal review reports. There is no substitution of education for experience at the GS-12 level.

In addition to meeting specialized experience, applicants must have a State Certified General Appraiser License. (You must submit a copy of your current state license and certification to be considered. Failure to submit this required documentation will result in loss of consideration for this position.)

This position requires a favorable credit check as part of the background investigation.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
