Duties

Help

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Analyst, you will provide advice and support to leadership of the ORO region or ORO Headquarters on matters of public health program administration.

Specifically, you will:

  • Analyze existing or proposed systems, strategies, services, or other health-related matters for long-range implementation and administration of the public health program.
  • Analyze complex public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services.
  • Apply a wide range of qualitative and/or quantitative methods to develop data collection tools and review, evaluate, survey, and improve domestic or international public health program operations.
  • Plan, organize, and direct multi-disciplinary project teams and activities.
  • Conduct briefing sessions or presentations on public health programs to help keep program participants and stakeholders abreast of current information.
  • Research and prepare responses to ad-hoc or recurring public health inquiries.

Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-11: In order to qualify for this GS-11 position your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of qualifying experience include the following types of tasks performing on a regular and recurring basis: applying new or revised public health program methods to carry out program goals and objectives; collecting and compiling qualitative and quantitative public health data for use in making program decisions; and applying evaluative techniques and tools in the conduct of public health studies and analysis.

OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this public health analyst position.

OR
Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this public health analyst position.

GS-12: In order to qualify for this GS-12 position your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of qualifying experience include the following types of tasks performing on a regular and recurring basis: developing and applying new or revised public health program methods to carry out program goals and objectives, collecting and compiling qualitative and quantitative public health data for use in making program decisions; and performing project management duties and functions to ensure that milestones and deadlines are met.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
  • PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
  • PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • PUBLIC HEALTH POLICY - Develops comprehensive public health policies by promoting the use of scientific knowledge in making decisions and setting priorities.
  • DATA GATHERING AND ANALYSIS: Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgement and to enable strategic decision-making.

Education
