Summary

Duties

Help

As the statistician assigned to individual audits, inspections, or other alternative projects, the incumbent provides expertise in the planning, development and application of statistical sampling, quantitative analysis, and related advanced techniques. Although located in AS, the incumbent may provide expertise and assistance to other OIG components that includes advanced data mining relating to the Department’s programs and operations.

The development of sound statistical approaches that assist in the efficient accomplishment of project goals. This routinely involves analysis of unique situations that require the development and application of new approaches and sophisticated techniques to define problems and develop solutions.

The successful use of sampling and data analysis by project teams through reviewing and commenting on sampling plans, providing technical guidance, developing projections, and assisting in development of findings.

The preparation of reports, briefings, and testimony that cover major programmatic, financial, and management aspects of Department programs.

Ensuring that findings and recommendations that result from statistical methods are prepared in accordance with OIG policy and are adequately presented, projected, and supported.

Reviewing auditee and Department responses to reports containing findings that were prepared and projected by statistical sampling methods or used quantitative analysis techniques and providing defense of the OIG's use of statistical methodologies and projections of results to support conclusions and recommendations.

The development of policy, procedures, guides, and other material that assist project teams in their application of sampling results and quantitative analysis to audits, inspections, investigations.

The development and presentation of training sessions that advance the ability of OIG staff to successfully applying sampling and quantitative analysis procedures to audits, inspections, investigations.

The success of the OIG’s strategic planning and work planning efforts. This includes researching and preparing proposals for potential areas for audit focus as well as completing data mining efforts to support the annual work planning process.

The incumbent also provides advice and guidance at an advanced level to the Inspector General, the Assistant Inspectors General, and other executives and managers on the technical aspects of statistical sampling and related techniques.

Qualifications

BASIC REQUIREMENTS: A degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in on or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g. courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

A combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, compiling, and analyzing statistical data, (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
   

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.

Specialized Experience for the GS-14:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing all three (3) of the following duties or work assignments:

  1. Completion of audit and inspection projects that result from statistical approaches. 
  2. Use of sampling and data analysis by providing technical guidance, developing projections, and assisting in development of findings.

  3. Prepares audit and inspection reports to include findings and recommendations that result from statistical methods.

 
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.  Ability to understand audit objectives and design effective sampling strategies or data analysis approaches.

2.  Skill in developing estimates from samples and data analysis approaches in relation to audit objectives and available resources that maximize the potential impact of the audit or inspection.

3. Ability to employ analysis techniques that contribute to risk based site selection activities and facilitating project planning.

4. Ability to effectively review audit products and provide guidance on use of estimates in support of conclusions reached as well as evaluations of quantitative support  for audit findings.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule.  Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.  

Bargaining Unit: This position is not included in the bargaining unit.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1.    Eligibility and Minimum Qualifications
Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you do not meet U.S. Citizenship requirements or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.

If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.
