Duties

Help
  • At the full performance level of the target conversion position (GS-11), you will:
  • Conduct formal instruction in a variety of professional development courses for staff and faculty personnel.
  • Conduct formal instruction in a variety of professional development courses for staff and faculty personnel in conventional and individually paced settings.
  • Conduct, arrange and/or moderate seminars and conferences.
  • Plan and develop or evaluate and revise the curriculum for Staff and Faculty Development Division (SFDD) courses.
  • Responsible to frequently update, modify and change courses to incorporate significant development of new or revised theories and techniques.
  • Act as an educational consultant to other elements within Fires Center of Excellence (FCoE) by providing guidance and information pertaining to current educational trends and issues.
  • Represent the organization at professional and public gatherings, lectures and panel discussions.
  • Ensure integration of new Army Learning Model methods, approaches, and procedures.
  • Serve as a consultant and advisor to supervisors, training developers, instructors and subject matter experts concerning the design, development, and evaluation of instructional materials, learning outcomes and lesson design.
  • Deliver and design of training and education lessons, courses and their educational effectiveness using educational technology, computer applications, automated training development data bases and methods of optimizing their capabilities .
  • Serve as an adult education subject matter expert and the senior curriculum developer/instructor for the Directorate of Training and Doctrine.

Qualifications

Who May Apply: Positions are open to:

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. To qualified as a recent graduate, you had to graduate within the last two years or veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion.
Applicants can be selected at the GS-07, GS-09 or GS-11 level. The target grade of this position is GS-11. "If a Military Spouse Preference (MSP) applicant is determined Best Qualified and selected, placement MUST be at the full-performance level (GS-11) for priority consideration".

After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).

To be eligible for conversion to a permanent or term position, Recent Graduates must:
  • Be a U.S. Citizen
  • Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Instructional Systems Specialist:

Degree:
Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.(NOTE: You MUST attach a copy of your transcripts.)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Education for GS-07: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Education or a degree related with the position. (Note: You must attach a copy of your transcripts.)
OR
I am claiming Superior Academic Achievement.
In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on:

(1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Education for GS-09:


Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Education or a degree related with the position. Education for GS-11:


Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Education or a degree related with the position.
