Duties

Help

The Deputy Inspector General (DIG) reports directly to the Inspector General (IG) and is responsible for the day-to-day operating activities of the OIG. At the direction of the IG, the DIG serves as the IG's full assistant and alter-ego, and in this capacity participates fully in executive leadership, policy and program direction, and management of the full range of OIG functions.

The incumbent performs such functions as the IG shall assign or delegate, and, in the absence or temporary disability of the IG, assumes full authority and accountability for activities within the jurisdiction of the OIG.

In this position, you will perform the following:

  • Develop and/or recommend Agency policy, standards and procedures for audits, investigations, inspections and evaluations, and other activities to promote economy and efficiency of operations and programs administered, or financed to detect and prevent fraud and abuse; and to identify and prosecute those responsible for violating federal law.
  • Promote inclusive and effective working relationships among OIG program areas by facilitating the collaboration of resources and the coordination of work plans to achieve an integrated OIG approach to working important issues confronting the Department.
  • On behalf of the IG, keep the Secretary and Congress fully and currently informed by means of semiannual reports that describe the findings and recommendations of the Office relating to the administration of DHS programs and operations as well as the necessity for and progress of corrective action.
  • Review the activities, annual operating plans, programs and policies of the various components of the OIG. Advise the IG as to progress of such programs and recommends changes in policy and operating procedures to improve OIG's mission effectiveness.
  • Assist the IG in the development of policies for coordination and liaising between audits and investigations and the Department and other Federal Departments and agencies, including the Government Accountability Office, Office of Management and Budget, Congressional committees.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, your resume must illustrate that you possess the five ECQs and the MTQs listed below. This information should be clearly illustrated in your resume. You are required to illustrate ECQ and MTQ evidence and/or accomplishments within your resume that emphasizes your level of responsibilities, the scope and complexity of programs managed, and your program accomplishments, including the results of your actions.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, and Technology Management.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

**Mandatory Technical Qualifications - You will be evaluated on the following Technical Qualifications:

MTQ 1. Demonstrated experience directing programs responsible for audit, investigation, inspection and evaluations, and other activities and requirements to implement the intent and purpose of the Inspector General Act of 1978 .

MTQ 2. Demonstrated experience providing advice and making recommendations on critical issues regarding abuses and deficiencies as related to the administration of the Department's programs and operations.

MTQ 3. Demonstrated experience directing programs in an IG environment (agency) in accounting, auditing, financial analysis, law, management analysis, public administration or investigations as required under the Act .

An Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by an OPM/QRB before appointment can occur.
