Summary

Duties

Help

The incumbent serves as the OIG authority in the planning, development and application of statistical sampling and related advanced statistical techniques. Although located in AS, the incumbent also serves as the authority for these functions in the other components. As such, the incumbent has responsibility for providing leadership, coordination, and direction to support statistical sampling/quantitative analysis and related activities applied in OIG audit, inspection, and investigation activities, as well as in advanced data mining of Department programs and operations.

The Department’s programs include participation by national, international, State, and local educational agencies and organizations, as well as public and private educational entities, financial institutions, guaranty agencies, lenders, loan servicers, grantees, contractors, and individual students and parents. Statistical proof of wrongdoing is critical to successful outcomes of nationwide and individual audits, inspections, and investigations of Department programs, especially those having extremely large dollar and volume transactions. Such inquiries are urgent by nature in either the prevention or detection of fraud, waste, and abuse, and in the monetary recoveries and actions against criminal and civil violations of Department programs.

Qualifications

BASIC REQUIREMENTS: A degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in on or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g. courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

A combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, compiling, and analyzing statistical data, (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
   

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing all three (3) of the following duties or work assignments:

  1. Experience in completion of audit and inspection projects by reviewing and commenting on sampling plans, providing technical guidance, developing projections, and assisting in development of related reports.
  2. Experience in identifying areas of heightened risk and significance for audit focus as well as completing data mining efforts to support the effort of audit teams in the work planning process.
  3. Experience in developing of policy, procedures, guides, and training material that assist project teams in their application of sampling results and quantitative analysis to audits, inspections, and/or investigations.

 
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.   Ability to understand audit objectives and design sampling strategies or data analysis approaches that will both advance audit objectives and provide for an efficient use of  audit resources.

2. Ability to independently design and execute analytic projects that contribute to the OIG's efforts to evaluate the efficiency, effectiveness, and integrity of the Department's programs and operations.

3. Ability to employ analysis techniques that include data mining and statistical modeling to perform activities that include (1) contributing to risk based audit work plan development, (2) facilitating audit planning through trend detection, (3) foster development of audit message through data analysis, and (4) provide evidence for audit findings through quantitative or statistical analysis.   

4. Ability to effectively review audit plans and evaluate  whether proposed data collection and analysis procedures provide sufficient evidence to meet audit objectives. Ability to to effectively review audit products and provide guidance on use of estimates in support of conclusions reached  as well as evaluations of quantitative support  for audit findings.

Telework: This position is telework eligible. At the discretion of the supervisor, generally employees may be authorized to telework one day per week if they are on regular 8-hour work schedule.  Teleworkers may participate in some Alternative Work Schedules (AWS) in combination with a Telework Agreement. However, all employees must work from the official worksite location a minimum of four (4) days per work week.  

Bargaining Unit: This position is not included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. 1.    Eligibility and Minimum Qualifications

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

3.    Referral and Selection
