Duties

Help
  • Develops material to inform the public about RD programs, policies and services that are of interest to or affect various groups or individuals with particular emphasis on outreach to socially disadvantaged and minority populations.
  • In conjunction with the State Director develops and implements long term communication strategies to build public support and participation in RD programs and USDA initiatives to adapt the RD "brand" to fit the unique characteristics of the State.
  • Represents the State in meetings and discussions involving individuals, groups, and organizations working in support of, or opposing, the policies, programs, and work of the State.
  • Establishes and maintains effective working relationships with print and broadcast media representatives, State Congressional Delegations and State and Local Governments by providing information about State RD programs and services.
  • Prepares and coordinates responses to inquiries and information for the general public, public officials, stakeholders, community and special interest groups concerning State RD programs, policies and activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS-9 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-7; or its non-Federal equivalent that demonstrates: supporting public awareness campaigns by performing tasks such as monitoring the status of planned media events or conference, developing proposed brochures, flyers, etc., developing information used by more senior staff to brief members of the general public; or developing and disseminating factual information concerning an organization's programs or projects. OR Master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D., if related OR a combination of education as described and specialized experience.

For the GS-11 grade level Applicants must possess (1) year of specialized experience which is equivalent to at least the GS-09 or its non-federal equivalent that demonstrates: writing, editing, and reviewing news advisories, releases, government/professional correspondence, talking points, or questions and answers; implementing communication plans for an organization; developing written communication material concerning a range of subjects related to the organization's programs; or analyzing information program materials and making recommendations for improving the delivery of program information OR PhD. Or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M if related. Equivalent combination of experience and education are qualifying at this grade level.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
