Duties

Help

As part of an evaluation team, perform evaluation duties in one or more specialty areas, which may include evaluations of overseas contingency operations; intelligence programs; space, missile, and nuclear affairs; sensitive programs; and combatant commands.

Perform assignments that involve the assessment and improvement of program effectiveness and/or the identification of needed improvements in complex management processes and systems.

Apply qualitative and quantitative analytical techniques and methodology for measuring the effectiveness and efficiency of complex DoD programs and projects.

Researches applicable laws, directives, regulations, manuals, prior studies, and reports to gain knowledge and understanding of areas being evaluated and attends conferences and meetings
as required.

Assists team leader in the development of evaluation guides; completes all requirements of evaluation guides or related assignments.

Gathers and analyzes data, independently develops findings and recommendations, and prepares reports and briefings, ensuring that evidence adequately supports findings.

Attends entrance and exit conferences, and develops assigned portions of evaluation products.

Exercises independent judgment in evaluating management processes and presents ideas, facts, conclusions, and recommendations clearly, concisely, convincingly and logically both orally and in writing.

Cross-references comprehensive supporting documentation to the evaluation results; and focuses on potential outcomes and assists in the follow-up of previous evaluation products.

Prepares timely and quality reports and other products, including outlining, drafting, and editing.

Maintains security and accountability of classified information.

If assigned as a team leader, the incumbent oversees the day-to day operations of the team; ensures proper application of project methodologies and conformance with applicable standards; develops accurate estimates of time frames and project resources appropriate to the scope of the project and executes the project in accordance with the plan and timelines.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.

  • Ability to work with other evaluators and analysts in a dynamic and changing environment to provide oversight of intelligence programs.
  • Skill in internal and external representation and collaboration in developing and participating in evaluations of intelligence programs and operations.
  • Knowledge of quality standards for inspections, evaluations, and investigations.
  • Ability to participate with teams performing evaluations/inspections/investigations of programs.
  • Skill in written and oral communication and in supporting the production of deliverables to both DoD stakeholders and Congress.
