Duties

This position is located in the Department of Energy, Office of Inspector General (OIG), The Office of Inspections, Intelligence Oversight, and Special Projects duties include, but are not limited to the following: 

  • Conducting interviews and research, analysis and/or evaluations of information and obtaining potential evidence to assist investigators in ongoing investigations.
  • Conducting forensic audits of contractor and/or grant recipient accounting data for the purpose of identifying patterns, trends, or irregularities.
  • Using sources of information from evidence, public or subpoenaed records, intelligence available from law enforcement activity and various databases to detect violations of law. 
  • Preparing various summary documents that cross reference all related materials and preparing written investigative reports.
  • Preparing and conducting formal presentations to Investigative Agents with recommendations for disposition.   On occasion, may be required to testify or serve as a witness in a court of law.

You must meet all qualification and eligibility requirements by the closing date of the announcement.  Time-in-grade restrictions must also be met by the closing date of this announcement.

Applicants must have at least 52 weeks of service equivalent to the next lower grade level in the normal line of progression for the position.

Appointment to this position may be subject to successful completion of a 1-year probationary period.

Upon reporting, and on an annual basis thereafter, you may be required to file a financial statement and/or a procurement integrity certification. These certifications may be subject to public disclosure.

This position requires a security clearance and is subject to drug testing. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

Qualifications

You may qualify for this position based on specialized experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position being filled.  To qualify for the GS-11 grade level, you must possess one (1) year of specialized experience equivalent to at least the GS-9 grade level. See examples of specialized experience below.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

To qualify for the GS-12 grade level, you must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level. See examples of specialized experience below.

Examples of specialized experience include:   


1. Applying and interpreting Federal criminal statutes, regulations and rules of evidence for purposes of conducting investigations, inspections or analysis of complaints or allegations. 

2. Briefing senior level management officials on various topics to include violations of Federal and state laws; conducting interviews with complainants and witnesses and/or interfaced with Federal employees, corporate officials and other subjects; preparing and delivering oral briefings and presentations. 

3. Applying investigative gathering techniques, search and retrieval procedures through various databases and online services;  researching, gathering, assembling, and consolidating data in order to address a topic/issue, validate reports, determining compliance with regulations, determining errors, drawing conclusions, and devising solutions to problems.  

4.  Collecting, organizing, and analyzing information related to complex investigative cases and administrative challenges involving various areas of fraud, waste and abuse.

There is no substitute of education for specialized experience at the GS-12 level.
