Summary

This position is located in the Office of the Chief Information Officer (OCIO), Office of the Director (OD), National Institutes of Health (NIH). The incumbent serves as the Deputy Director, OCIO reporting directly to the NIH Chief Information Officer (CIO) and acts for the CIO in his/her absence. The Deputy Director supports the CIO by overseeing the major activities of the immediate office and the OCIO reporting offices and is responsible for the OCIO day-to-day operations of the office.

Duties

Help
  • Advises the NIH Director on the strategic direction and management of significant NIH Information Technology (IT) resources and investments.
  • Oversees the NIH IT security program and initiatives to protect and secure NIH's information assets.
  • Manages the development and oversight of IT capital planning and investment control activities, Including the NIH IT Budget.
  • Establishes policies, guidelines, and standards for NIH wide IT, identifies critical IT issues and analyzes, plans, and leads NIH's implementation of special initiatives related to management of IT resources, tools and training.
  • Supports NIH level approaches for IT governance to align IT with NIH strategies and objectives.
  • Ensures compliance with the Federal IT Acquisitions Reform Act (FITARA), the Federal Information Security Management Act (FISMA), Federal Managers Integrity Act (FMFIA), Freedom of Information Act (FOIA), and the Privacy Act as appropriate.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

Basic Qualifications: You must demonstrate in your resume at least one (1) year of qualifying IT related experience demonstrated by paid or unpaid experience, obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Work with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; is committed to providing quality products and services.
3. Oral Communication - Express information to individuals or groups effectively, taking into account the audience and nature of the information; make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately.
4. Problem Solving - Identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

You have at least one (1) year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service, obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: (1) advising the senior leadership on the strategic direction and management of significant enterprise-wide Information Technology (IT) resources and investments; (2) establishes policies, guidelines, and standards for agency-wide IT; (3) overseeing the an IT security program and initiatives to protect and secure information assets; (4) managing the development and oversight of IT capital planning and investment control activities, Including the IT Budget; (5) identifying critical IT issues and analyzes, planning, and leading the implementation of special initiatives related to management of IT resources; and (6) supporting IT governance to align IT with the strategies and objectives of an agency.
