The Health Systems Specialists serve as the Integrated Clinical Communities Program Coordinators (ICC PCs) for multiple Integrated Clinical Communities within the VISN 5 Network. Current VISN 5 catchment area covers Maryland, West Virginia, District of Columbia, and parts of Pennsylvania and Virginia. Sites of care include 7 VA Medical Centers (VAMCs), 27 Community Based Outpatient Clinics (CBOCs), 2 Community Resource and Referral Clinics (CRRCs), 1 Outreach Center and Rural Mobile Unit.

The incumbent provides administrative leadership and support to multiple services in the ICC to increase the operational efficiency and effectiveness for the broad array of clinical programs and initiatives/services included in their clinical inventories. The incumbent applies solid health care administration skills, innovation and data driven decision making in planning, designing, integrating, implementing, modifying, and facilitating the clinical operations in VISN 5. The work is highly analytical, interpretive, judgmental and evaluative. The basic facts, circumstances, and information vary substantially. Guidelines are incomplete or do not readily yield identical results. Differences in judgments, recommendations, interpretations, or decisions can have significant consequences or impact on the work. Consequently, there are significant demands on the incumbent to resolve conflicts and maintain compatibility of interpretation, judgment logic, or policy application.
