Duties

Help

Innovation and transformation is central to this position. As the Director for CDC's Digital Services Office you will have the opportunity to shape full stack digital services provided to the enterprise from cloud, to identity, to product management. You will also play a significant role in their contribution to CDC's and public health's ongoing Data Modernization Initiative.

As Director, Digital Services Office (DSO), you will:

  • Report directly to the CDC Chief Information Officer (CIO) with responsibility for modernizing the DSO to provide cutting-edge digital services to CDC, including, but not limited to, agile application development, robust enterprise cloud services, advanced data analytics, and visualization capabilities;
  • Establish a vision, strategy, and operational plan that will result in a transformed organization to leverage modern technology including unlimited access, unlimited reach and unrivaled intelligence to improve the mission of public health;
  • Maintain and enhance a robust, secure, and reliable network infrastructure to meet the technology needs of CDC now and in the future to perform critical mission functions to support the nation's health;
  • Manage the planning, direction, and execution of a budget to optimize delivery and increase the collective responsiveness of digital services on an enterprise-wide basis and CDC-wide contracts for digital products and services;
  • Provide recommendations for future directions to the CIO or Deputy CIO on relevant industry practices and federal guidance and offer solutions that emphasize customer-centered, outcomes-focused digital services;
  • Direct the processes that create an organization focused on continuous improvement to incorporate user feedback, best practices within the industry, changing agency needs, and emerging technologies in the marketplace;
  • Manage the CDC-wide IT infrastructure continuity of operations and disaster recovery capabilities ensuring integrity, availability, security and recoverability of critical data and systems;
  • Represent the OCIO and CDC in meetings with HHS, other federal agencies and external partners, as well as provide advice and information on DSO services and programs to CDC senior management and Center, Institute, and Office Directors;
  • Supervise a highly technical staff of CDC technologists, computer scientists, network engineers, product managers, data scientists, and informaticians within DSO and OCIO to provide exceptional services to the agency;
  • Partner with other offices within the OCIO and CDC for delivery of digital services by collaborating with experts on a wide range of technical and non-technical areas.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.

SPECIALIZED EXPERIENCE REQUIREMENT
You must have one year of specialized experience directly related to the position that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include senior-level managerial and leadership experience with providing supervisory oversight to large and diverse workforce responsible for promoting economy, efficiency, and effectiveness in the administration of a digital services organization that includes IT and data infrastructure, cloud ecosystems, and product portfolios.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)
This position also requires that you have PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Senior-level experience leading a workforce on large, diverse, and complex digital services requirements through user engagement services, resource management, and performance outcomes.

2. Senior-level experience managing enterprise functions for a digital services portfolio of multiple projects, systems, and acquisitions.

3. Knowledge of regulations, policies, and guidance to meet compliance standards for information, data, security, and systems in digital services environment and administrative arena.

4. Ability to inject and manage large-scale innovation and change management initiatives for a comprehensive digital services program that maximizes the goals and objectives of a major organization.

5. Ability to establish and maintain working relationships and partnerships to convey and obtain information that will enhance the organization's digital services program with individuals and constituents such as senior-level officials, government and non-government agencies, private sector, and digital services vendors.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs to be certified by an OPM Qualifications Review Board (QRB) prior to being appointed to the position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft ECQs.

Salary for SES positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.
