Duties

Help

As an Oceanographer, you will perform the following duties:

  • Serve as team lead and conduct research in satellite oceanographic remote sensing, and develops satellite oceanographic and climatological algorithms and data products in support of National Oceanic Atmospheric Administration and National Environmental Satellite Date and Information Service strategic missions.
  • Collaborate and communicate satellite oceanographic research and satellite oceanographic data product initiatives with NOAA and external domestic and international partners through peer-reviewed publications, scientific committee membership, and scientific conference attendance.        
  • Conduct independent scientific research, including writing grant proposals, serve as task monitor for contract and grantee research staff, and publish and present research in peer-reviewed journals and at scientific meetings.
  • Coordinate end-to-end satellite ocean remote sensing research/development within NESDIS, across NOAA, execute NESDIS / The Center for Satellite Applications and Research (STAR) Science and Technology road maps and research project plans. 
  • Collaborate with various (STAR) Science Teams in the proposals, evaluation, staging, testing, publication, documentation and transitioning research to operations of satellite oceanographic data and data products consistent with NOAA's mission goals and strategic plans.

This position requires a Low Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 1360 series: 

EDUCATION: 

A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

SPECIALIZED EXPERIENCE: 

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. 

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants MUST possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service.

  • Researching, interpreting and applying policies and procedures involving satellite remote sensing and other related observing technologies, 
  • Compiling, processing, and analyzing results of scientific studies; and
  • Conducting satellite oceanographic research.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

You will be evaluated for this job based on how well you meet the qualifications above.
