RECRUITMENT AREA: Present enlisted members (E3 to E6) of the Hawaii Air National Guard

SUMMARY OF DUTIES: The purpose of this position is to inspect, repair, modify, and service aircraft systems, components, and assemblies, both on- and off-aircraft.

• Performs inspections, functional checks, and preventive maintenance on aircraft to include periodic, phase, hourly, preflight, postflight, calendar, thru-flight, and special inspections such as fuel contamination, emergency equipment, and oil sampling.
• Troubleshoots and performs unscheduled maintenance on assigned and transient aircraft, utilizing various gauges, meters, measuring devices and other related test equipment.
• May be required to perform user and organizational level maintenance on assigned support equipment, including inspection, repair, modification, and corrosion prevention. Inventories, controls, stores and repairs 780 equipment. Accomplishes and reviews nonpowered AGE and 780 equipment records relating to assigned equipment.
• Provides data for aircraft maintenance historical records, complete maintenance data collection, man-hour accounting, and other forms as required.
• Instructs, directs, and assigns maintenance repair tasks to drill status guard members.
• Complies with safety, fire, security, and housekeeping regulations. Ensures that material and equipment are properly stored, protected, maintained and secured.
• Prepares for and participates in various types of readiness evaluations such as MEI, ORI, IG and UE inspections, mobility and command support exercises.
• Performs other duties as assigned.

GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.

SPECIALIZED EXPERIENCE: Must have at least 18 months experience or training installing, adjusting, aligning, troubleshooting and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

PHYSICAL EFFORT: Requires moderate physical exertion when climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions. Routinely required to objects
weighing up to 20 pounds, occasionally may lift and carry items weighing up to 50 pounds.

WORKING CONDITIONS: Works indoors and outdoors in inclement weather on icy, wet, hot, and slippery ramps; aircraft surfaces, work stands, and ladders; and in temperature and humidity extremes. Subject to the dangers from exposure to toxic fumes, dust, dirt, grease, lubricants, points, solvents, high pressure air and fluids; fast actuating aircraft surfaces such as speed brakes,
flaps, and landing gear; engine noise, heat blast, and intake suction; rotating propellers; explosive munitions; electrical voltage; cartridge actuating devices; liquid oxygen; fire or explosion of aircraft fuels, etc. Frequent exposure to the possibility of cuts, burns, shock, strains and broken bones.

KEY F-22 REQUIREMENTS:
--Shift work and weekend duty
--Periodic Counterintelligence polygraph examinations
--Must possess and maintain a SECRET security clearance based on National Agency Check with Local Agency and Credit Check.
--Must be able to meet and maintain Special Access eligibility requirements.
--Must have at least six months hands-on experience on the F-22.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

NOTES TO CANDIDATES:

a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

k. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.

l. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.

m. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.

n. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.

o. Candidates above the grade of E-6 must include in their application the willingness to take a voluntary downgrade in order to be considered.

p. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.
