Summary

Duties

Help

This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 1 and 2, Technical Support Division- Water, Geological & Geospatial Branch in Green Tree, Pennsylvania.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Independently plans and conducts complex, hydrologic investigations in which the geographic area, hydrologic and geologic systems, and mining extent may not be well understood.
2. Plans, executes, and implements projects to collect hydrologic information to assess the conditions on a watershed, state, or regional level.
3. Applies conventional methods to collect and analyze water samples and to determine the causes of anomalies in the data, but frequently these projects deviate from clear precedents when necessary to adapt techniques to address the problem at hand.
4.Installs and uses field equipment, such as water well transducers, weirs, and similar devices. Trains lower level staff on the use of the equipment. Adapts and applies the equipment in novel ways to account for unusual field circumstances.
5. Evaluates data using Excel, statistical software, and specialized hydrologic software to identify trends and movement of contaminants, characterize flooded mines, and predict water quality on a site specific and cumulative basis. Searches out and keeps current with the advances in software to further the knowledge, effectiveness and efficiency of the Office of Surface Mining.
6. Evaluates the efficacy of mine drainage treatment facilities (passive and active) on both active and abandoned mine sites and assesses the economics and cost of bonding for long-term treatment on active mine sites.
7. Prepares and delivers oral presentations using Microsoft PowerPoint and written reports including charts, graphs, and appropriate visual aids for the purpose of disseminating information and supporting a position of the agency.
8. Serves as a mentor or advisor to lower level scientists.

The Office of Surface Mining and Reclamation Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-12 ($79,003.00-$102,709.00) per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

SUBMISSION OF TRANSCRIPTS IS REQUIRED.

A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

B. Combination of education and experience --course work as shown in A above, plus appropriate experience or additional education.

(2) Specialized Experience:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1: Experience planning, executing and implementing projects to collect hydrologic information to assess the condition of the environment on a watershed, state, or regional level; (2: Experience independently planning and conducting hydrologic investigations; (3: Experience installing and using field equipment such as water well transducers and weirs; 4): Experience relating to surface and underground coal mining and reclamation practices; and 5): Experience with evaluating and assessing mine drainage treatment facilities. Must meet all.

Hydrology: Knowledge of the concepts, principles, theories, and methods related to the magnitude, distribution, and quality of water resources including watershed management, climatology, geomorphology, groundwater hydrology, water quality, water resource management, mine drainage treatment, and groundwater/surface water interactions.

2. Technical Competence: Understands and appropriately applies procedures, requirements, regulations, and policies related to hydrology.

3. Written Communication: Skill in preparing documents and presentations addressing issues related to hydrology, including collecting and reviewing permit monitoring, and enforcement data and to convey findings as the result of investigations.

4. Oral Communication: Skill in serving as a mentor or advisor to lower level scientists.
