Summary

The Range Operations Branch, Armstrong Flight Research Center is seeking a Branch Chief, for the Range Operations Branch. The Branch Chief provides technical leadership and management of flight operations and low Earth-orbiting missions. Responsible for long term planning on future capabilities in research aircraft telemetry and data acquisition, radar and global positioning, mission control rooms, air-to-ground and ground communications, flight data processing, and long range optics.

  • Provides administrative and technical supervision necessary for accomplishing the work of the unit supporting Dryden Aeronautical Test Range (DATR).
  • Supervises a staff performing real-time and post-flight operations, maintenance, software support, mission scheduling and operations support on a variety of computers, DATR Range tracking and communication systems.
  • Develops and implements administrative management policies. Manages the operations of the DATR facilities, assuring the buildings meet the environmental, safety and security requirements.
  • Advises Center Management, Project Managers, Project Engineers, and other key personnel on the operational status of facilities.
  • Defines Range resource cross utilization, real-time support agreements, facility construction, facility upgrades, logistics, and operational use of the DATR systems.
  • Coordinates with other Government Ranges (i.e., Air Force Test Center (AFTC), China Lake, Point Mugo, and Dugway).
  • Directs the capture, reporting, and analysis of statistical data relating to the operations and directs or performs special studies or projects.
  • Overcomes difficult and complex technical, project management, and organizational problems using innovative and original approaches.
  • Supervises the work of the organization. Provides administrative and technical supervision necessary for accomplishing the work of the Branch.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade (GS-13) which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14:

Specialized experience such as (1) managing (formally or informally) aeronautical or aerospace ranges; (2)
working with aeronautical radar, flight termination, telemetry, data acquisition, and communications systems to perform pre-flight, real-time and post-flight test flight operations (3) technical management of range operations supporting test flight and low earth-orbiting missions.
