Duties

Help
  • Duties are at the full performance level.
  • Provides regional program support for the Forest Service's complex land use, management, and access program and special uses.
  • Provides technical support and assistance to forest and district personnel in the operation, use and understanding of the Special Uses Database System (SUDS) for both lands and recreation special uses.
  • Responsible for the management and analysis of land and recreation use authorization data in SUDS.
  • Assists with the evaluation of Special Uses programs, projects, and contributes to the development of Key Performance Indicator metrics, continuous improvement strategies and solutions and management of various performance/data projects and tasks.
  • Creates dashboard reports and analyses, graphs, pivot tables and Power Point presentations to disseminate authorization data to forests and management.
  • Identifies, researches, and explains disparities between reporting periods in regard to changes, trends, or circumstances not readily evident from the data.
  • Provides recommendations for system modification and database configurations to correct problems with SUDS data management activities, and reports forest progress, including corrections that were needed, on a regular basis
  • Serves as a regional point of contact and consultant between the field, Region, and Washington Office in financial and special uses workload and accomplishment reporting.
  • Facilitates and coordinates established SUDS training curriculum

Qualifications

Specialized Experience Requirement:

For the GS-09 grade: You must have one year of specialized experience equivalent to a GS-07 grade level in the Federal Service performing work related to Special Uses administration. Specialized experience is defined as some of the following: Assisted higher-level specialists in the administration of more complex special-use authorizations for a variety of activities such as, but not limited to, developing special-use permits for recreation residences, linear rights-way, oil/gas pipelines, and electric powerlines; Compiled information for special-use field compliance inspections, pre-application meetings, and land ownership status; Assisted in conducting routine Realty inspections; Assisted with database navigation, data management and data analysis with special uses database systems
OR
a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related;
OR
an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-11 grade: You must have one year of specialized experience equivalent to a GS-09 grade level in the Federal Service performing work related to Special Uses administration. Specialized experience is defined as some of the following: Experienced with database navigation, data management and data analysis with special uses database systems; Experienced in the administration of special use authorizations for a variety of activities such as linear rights-of-ways, electric power lines, gas pipelines, outfitter/guides, recreation events, and communication uses; Evaluated special use proposals according to regulatory screening criteria; Provide support with database management for complex land use, management and access program, and Special Uses; Analyzing and reporting land use authorizations data from special use data systems.

OR
a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., that included a major field of study in behavioral or social science, biological or physical sciences, agriculture, natural resource management or related disciplines appropriate to the position.
OR
an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
