The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. The incumbent of this position serves as an Alcohol and Tobacco Tax Specialist responsible for responding to questions and complex situations pertaining to tax returns and reports, claims, permits, and variance requests. Duties in this position include:

  • Enforcing permit provisions of the Federal Alcohol Administration Act (Title 27 U.S.C.) and the permit, bond and registration provisions of chapters 51 and 52 of the Internal Revenue Code (Title 26 U.S.C.) related to alcohol and tobacco
  • Studying and evaluating applications by persons seeking permission to commence, change or terminate their business under laws and regulations relating to the alcohol and tobacco industries
  • Providing advice and technical assistance to applicants, producers and/or manufacturers concerning industry trends, mergers and changes in federal and state laws that could impact business practices 
  • Auditing tax returns and tax accounts to determine outstanding liabilities, and determining penalties that should be assessed toward the non-compliant taxpayers
  • Acting as on-the-job instructor for lower graded specialists, and serving as classroom instructor at formal training sessions

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7grade level in the Federal service. Specialized experience for this position includes: 

  • Reviewing reports, tax returns and other documents to determine discrepancies, irregularities, diversion and/or fraudulent submission;
    -OR-
  • You may substitute education for general or specialized experience as follows:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. -OR-
  • Combination of Experience and Education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: 

  • Assisting with evaluating applications by persons seeking permission to commence, change or terminate their businesses under laws and regulations relating to regulated industries; AND
  • Analyzing transaction reports, variance requests, and tax returns to detect discrepancies, irregularities, diversion and/or fraudulently documents;
    -OR-
  • You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. -OR-
  • Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

CONDITIONS OF EMPLOYMENT:
