Duties

Help
  • Assures that team functions are conducted within the guidelines provided by higher authority.
  • Provides advice to the Contract Management Office (CMO) Commander/Deputy/Group Chiefs on the relationship and impact of team problems to total group and CMO programs as required.
  • Provides leadership to subordinates and technical guidance to other CMO managers and their personnel regarding requirements for assigned areas.
  • Interacts with other CMO managers and supervisors as well as with contractor officials to identify, coordinate and resolve issues crossing organizational lines.
  • In conjunction with other supervisors, coordinates procedures, special studies, conferences, general management requirements and other related matters for application throughout the CMO.
  • Reviews reports made by the Inspector General, GAO, and other agencies pertaining to CMO contract administration matters; coordinates or develops replies as necessary and assures that observed/cited deficiencies are corrected.
  • Sets team goals, assigns team members and administratively and technically directs the work of subordinates.
  • Supervisor sets work assignments for employees, and sets or negotiates deadlines and completion dates with customers.
  • Ensures cost and pricing cases are properly loaded and assigned in the Price and Negotiation eTool and reviews subordinate work products to maintain quality of products.
  • Reviews and approves negotiation recommendation based on technical reviews, personal knowledge of the contractors operations and complex guidelines governing profit and fee.
  • Attends program meetings, participates in work groups, conducts special investigations and convenes meetings for the resolution of technical problems.
  • Provides input to and/or personally conducts status briefings to the Commander and higher headquarters outlining assigned programs, projects, problems/recommended resolution, etc.

QUALIFICATIONS: In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience required: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-02. Specialized experience is defined as: experience applying extensive contract price and cost analysis techniques, and contract pricing procedures, especially as it relates to analyzing forward pricing rates, final overhead rates, cost accounting standards, direct labor rates and contractor business systems; and experience developing and revising contract management policies and procedures.

Education cannot be substituted for experience.

BASIC EDUCATION REQUIREMENT (Contracting Series):

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You MUST submit a copy of your transcripts which shows your degree awarded and/or conferred. Please note, this may be shown with multiple transcripts. This information will not be accepted if only shown on resume.

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

Education
