Summary

In this position, you will be responsible for on-site supervision, as well as conducting long-range budget and personnel forecasting and working with private sector managers on a full range of technical issues. Your work assignments require efficiency of staffing to keep costs to the industry as low as possible. Also, you would be responsible for ensuring that graders and technicians are utilized in an efficient and effective manner.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Provides technical on-the-job instructions and determines the accuracy and proficiency of Federal and licensed graders' interpretations and application of Federal standards.
  • Identifies, schedules, and provides training for all official personnel through officially established procedures.
  • Directs and coordinate the operations of work units of various sizes in export locations in the areas assigned.
  • Supervises field supervisors and employees, providing direction, feedback, and monitoring performance.
  • Participates with program management in administering the Field Office's annual budget.
  • Implementing Grain Inspection's safety program and serves as a point of contact for field shift supervisors and trade representatives to ensure that all employees work in a safe environment.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level) that demonstrates:

  • Knowledge of the official U.S. grade standards for rice and inspection procedures for rice products and other graded and processed commodities.
  • Product processing, transportation, storage, or conditions that affect the rice and/or rice products' grade, acceptability, and quality.
  • Determine the rice/rice products' acceptability or grade, and skill in performing various types of inspections.
  • Establishing, maintaining, and developing effective interpersonal relationships with employees, operating supervisors, and managers of the rice/rice products processing firms and facilities with greater supervisory input.
Note: There is no education substitution for this grade level.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Knowledge of the official U.S. grade standards for rice and inspection procedures for rice products and other graded and processed commodities.
  • Product processing, transportation, storage, or conditions that affect the rice and/or rice products' grade, acceptability, and quality.
  • Applying the procedures, techniques, and methods required to determine the rice/rice products' acceptability or grade, and skill in performing various types of inspections.
  • Establishing, maintaining, and developing effective interpersonal relationships with employees, operating supervisors, and managers of the rice/rice products processing firms and facilities with limited guidance.
  • Knowledge of supervisory and leadership techniques in order to plan, organize, and manage resources and subordinates in accordance with Agency and Departmental regulations.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
