Help

The Office of Audit Services is responsible for protecting the integrity of HHS operations and programs by conducting audits that identify and report ways to improve the economy, efficiency and effectiveness of HHS programs, and help reduce fraud, waste, abuse and mismanagement.

As Senior Advisor for Health Information Technology, you will provide expert technical advice to senior management officials and harness policy levers related to all facets of health information technology (IT). You will spearhead comprehensive, enterprise wide strategies and deployment plans for Health IT that meet OIG policy objectives and legal requirements.

Duties of this Senior Level position include, but are not limited to:

  • Leading comprehensive strategic initiatives regarding emerging issues in Health Information Technology.
  • Providing expert technical advice and guidance to senior management officials on Health IT issues including advice regarding emerging Health IT issues and the potential impact on HHS and/or HHS program beneficiaries.
  • Advising OIG personnel on the impact of Health IT use, planned use, and emerging issues on audits, evaluations, and investigations as well as the impact on policies, guidelines, standards, architecture, and cybersecurity posture.
  • Analyzing a wide range of Health IT issues involving complex policy questions and/or ramifications and provide expert advice to OIG regarding possible solutions that may impact OIG in furthering its stated mission.
  • Proactively addressing oversight challenges posed by Electronic Health Records (EHR), such as transitioning from paper and legacy EHRs to newer systems, as well as related changes to documentation requirements.
  • Advising OIG regarding issues related to the role of Health IT in care transformation, coordinated care, and evolving delivery models and programs.
  • Collaborating with OIG components and work groups to identify and synthesize Health IT related issues and facilitate coordination among related activities.
  • Representing the Deputy Inspector General for Audit Services and other OIG officials at meetings, policy-making conferences and work groups with other HHS officials, government agencies, including congressional committees, Members of Congress and their respective staffs, and professional organizations in matters directly or indirectly impacting on assigned areas of responsibility.

Qualifications

To meet the minimum qualifications for this position, you must possess specialized experience at a senior level which demonstrates ability to perform the duties of the position, including progressively responsible experience directly related to the skills and abilities outlined in the mandatory Technical Qualifications (TQs) below.

SPECIALIZED EXPERIENCE (Mandatory): Your résumé must clearly reflect specialized experience that includes providing expert advice regarding a wide range of Health IT issues, interpreting policy issues on Health IT, sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

TECHNICAL QUALIFICATIONS (Mandatory). Your résumé must show that you possess the following (knowledge, skills, abilities and other characteristics) required for successful performance in this position:

  1. Demonstrated ability to lead comprehensive strategic initiatives regarding emerging issues in health information technology (Health IT) including providing expert technical advice and guidance to senior management officials.
  2. Demonstrated experience gathering, integrating and analyzing sufficient, relevant information from various sources to support effective, timely and transparent decision-making.
  3. Demonstrated experience providing advice regarding a wide range of Health IT issues such as: the adoption, implementation, and upgrade of electronic health record (EHR) technology and related incentive programs; information blocking; and the governance, privacy, security, and other issues regarding EHR and other technology implementation.

Education

The 2210 IT Management Series has an Individual Occupational Requirement. Applicants must have IT-related experience demonstrating each of the following competencies:

(3) Oral Communication - expressing highly technical information (e.g. ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g. technical, sensitive, controversial); making clear and convincing oral presentations;
(4) Problem Solving - identifying problems; determining relevance of information; using sound judgement to generate and evaluate alternatives and make recommendations.
