Interviews and counsels Veterans applying for outpatient and inpatient medical care as determined by Public Laws 99-272 and 100-332 and other VA Handbooks, Manuals and /or Directives.
Assists veterans with completion of the means test (financial assessment) process by answering veteran's questions and utilizing interview techniques to assist them in completing the means test.
Provides information to applicants or inquirers regarding VA medical care eligibility and entitlement requirements. Informs applicants regarding veteran health care benefits and responsibility for the completion of the financial means
test and annual updates.
Advises and assists individuals applying for special programs, i.e. Agent Orange/Nuclear Weapons/Persian Gulf programs/examination, CHAMPVA (Civilian Health and Medical Program of Iowa), Purple Heart, Veterans Choice Act, and other benefits through VA Regional Offices.
Screens applicants for humanitarian emergencies, possible third party and workmen's compensation cases. Obtains signatures and dates on all applicable forms, i.e. 10-1DEZ & 10-1OEZR, for verification of applicant's consent to co- payments and assignment of benefits for appropriate billing processes.
Provides updates on veteran pre-registration data after viewing valid identification (ID) with picture or other appropriate form of ID that matches Veterans Integrated System Technical Architecture (VISTA) documentation.
Responsible for reviewing all lodging requests. This includes: screening applicants for appropriateness of lodging based on established criteria,completes and signs administrative criteria checklist, issues voucher for lodging as necessary.
Processes admissions accurately and timely, determining bed availability according to policy and entering required information into VISTA.
Maintains an electronic log of veterans reporting to the Patient Registration window requesting services, i.e. new applicant enrollment, means test processing, VHIC updates, admissions, surgical clearances, lodging, and general information.
Resolves problems and complaints involving procedural administrative issues on own initiative.
Provides guidance to the medical staff regarding administrative procedures,legal eligibility and entitlement of applicants, procurement of prosthetic items, medications, travel availability or benefits, and procurement of other support services.
Adjusts workload assignments by coordinating with other co-workers in immediate work area according to established work flow assuring timely accomplishment of workload.
Verify eligibility of Veterans for the hospital prior to transfer from another facility.
Assists and processes long term care applications, hardship cases and/or other special cases where contacting other agencies or individuals may take some time and follow-up to resolve.
Keeps up-to-date on all applicable VA processes/procedures via e-mail systems, VHA directives/handbooks, attendance at section staff meetings, VA training and education sessions both locally and nationally and to maintain an internal training manual for future reference as needed.
Demonstrates compliance with applicable laws, regulations and industry standards and is in accordance with the highest standards of business integrity.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advises and assists individuals applying for special programs, knowledge of numerous VA regulations, knowledge of how to complete forms pertaining to clerk duties for eligibility and enrollment, ability to use verbal skills to de-escalate a situation with a veteran, knowledge of medical terminology, knowledge of the organization of the medical and administrative record, knowledge of how to utilized a computer in the entry of applications, insurance and patient responsibility. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must successfully completed 4 years above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Physical Requirements: The work requires some standing, bending, stretching, walking, lifting, and pulling. Inclement weather is a factor in the transporting of medical Information to and from the main hospital.
