Duties

Help

As a SUPERVISORY PROCUREMENT ANALYST at the NH-1102-4 some of your typical work assignments may include:

Reviewing all documents requiring Director/Deputy Director, Contracts (MDA), review/coordination/approval and ensure they are consistent with the CT Contracting standard in formatting and level of detail supporting the position taken in the acquisition/contracting documentation (e.g., staffing packages; acquisition plan; Business Clearance Memorandum/Pre or Post Negotiation Memorandum; Award Fee documentation; Undefinitized Contract Action/Unpriced Change Order documentation; Request For Proposal; contract; contract modifications).

Participate in/lead various special projects within the purview of the Director/Deputy Director, Contracts (MDA); examples include (1) developing and tracking DA Acquisition/Contracting corrective action plans (CAPs) for IR audits/reviews; (2) Internal Management Control Program (3) Procurement Management Review (4) Agency Government Purchase Card program manager (5) Execution of DOD-level initiatives assigned to MILDEP and 4th Estate Agencies .

Supports contract planning, negotiation, award, administration, and closeout of MDA contract activities.

Develops and implements policies and processes promoting efficient and effective procurement of Missile Defense System (MDS) research, development, test and evaluation; science and technology; systems integration and engineering; major systems, and contracted-out services.

Participates in CT planning events and off-sites to develop 2ltr policies, procedures, strategies, philosophies and execution plans.

Develops recommendations on critical trade-offs regarding courses of action, cost and schedule, identifying associated risks and determining resources required.

Analyzes audit reports, laws, regulations and Office of Federal Procurement Policy guidelines, as a basis for modifying current policy or developing new policies and procedures.

  • This position is a direct report to the Senior Executive Service, MDA Director of Contracts.
  • Represents the Director and/or Deputy Director when required at Agency and DOD senior level meetings
  • Provides technical and leadership/management direction to eight 3ltr (Division level) organizations executing program level contracting and functional CT support (pricing, policy, and business operations)

Qualifications

You may qualify at the NH -04 , if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:

Experience supporting contract planning, negotiation, award, administration and close out activities.

Experience with acquisition programs related to weapon systems to determine overall management effectiveness and compliance with applicable laws, regulations and policies.

Experience with development and review of complex acquisition and contracting documentation (e.g., acquisition plans; Business Clearance Memorandums/Pre or Post Negotiation Memorandums; Award Fee documentation; Undefinitized Clearance Actions/Unpriced Change Order documentation; Request for Proposals; contracts; and contract modifications).

Experience with participation in/leading various special projects within the purview of the Director of Contracts or equivalent senior contracting officer/contracting leadership.

Supervisory experience as Director, Division Chief or other equivalent leadership position as an 1102/ Contract Specialist or Industry equivalent.

Experience in developing and adjusting workload priorities, policies, and processes to subordinates.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000, are also exempt from meeting this requirement.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

CRITICAL ACQUISITION POSITION (CAP). This is a Critical Acquisition Position. Selectee must be an Acquisition Corps member at the time of permanent selection or have been granted a waiver for membership. Acquisition Corps membership and Career Field certification must be achieved within 24 months of Entrance on Duty. Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

ACQUISITION POSITION: This position requires Acquisition Workforce Level III. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

Selectee must complete 80 continuous learning points every two years.

Competencies:

  • Procurement Analysis - Provide analysis to advise on procurement matters including contract documentation, legislation issues, and congressional inquiries impacting contracting matters. Develops procurement policy and changes in procedures through analysis of major procurements for statutory and regulatory compliance and a macro-analysis of contracting matters. Advise on high-level legislation & policy matters to recommend &/or lead change in the procurement process. Perform oversight & audits to review contract files, compile lessons learned, & ensure consistent policy application.
  • Determination of How Best to Satisfy Requirements for the Mission Area- Provide proactive business advice on requirements documentation based on analysis of requirements and performance-based approaches to find the best solution to satisfy mission requirements. Conduct market research using relevant resources prior to solicitation to understand the industry environment and determine availability of sources of supply and/or services. Perform acquisition planning by considering all available sources and methods of procurement to satisfy mission needs while appropriately allocating risk.
  • Proposal Evaluation (Contracting by Negotiation) - Evaluate proposals and quotes against evaluation criteria and request technical and pricing support, if needed, to identify offers that are acceptable or can be made acceptable.
  • Preparation and Negotiation- Prepare for negotiations / discussions / awards by reviewing audit and technical reports, performing cost and/or price analysis (or reviewing price analysts reports), and developing pre-negotiation posit Negotiate terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offeror to establish a fair and reasonable price.
