The Assistant Director (AD) - Fish and Aquatic Conservation (FAC) serves as staff advisor to the Director on fish and aquatic resource related activities of national scope including fishery management, the National Fish Hatchery System, fish and wildlife technical assistance (health and technology centers), fish and wildlife habitat conservation, fish passage, aquatic animal drug approval, and prevention and control of aquatic invasive species; including collaboration with the Department of Defense (DOD), Indian Tribes, and State partners. This function addresses a broad range of issues involving anadromous, coastal/estuarine, Great Lakes, and inland fish resources; fish and wildlife management on Indian, military, and other Federal and State lands; and the habitats that support these aquatic resources. FAC works with partners and engages the public, using a science-based approach, to conserve and restore fish and other aquatic resources for the benefit of the American people. FAC is a leader in achieving self-sustaining populations of fish and other aquatic species and conserving and restoring their habitats.

The incumbent serves as Chief, Branch of Communications and Partnerships, providing communications, outreach, and educational support to the FAC Fish and Aquatic Conservation (FAC) Program Branches and Regional FAC ARDs. Remains abreast of current and emerging fish and aquatic conservation, recovery, restoration, and hatchery issues. Serves as the official spokesperson for FAC and is responsible for providing expertise to Service External Affairs personnel regarding FAC issues. Provides leadership and direction to FAC staff regarding outreach and communications, including writing talking points and speeches for the program leadership. Keeps up to date and informed of FAC leadership decisions in order to keep FAC staff and Regional FAC ARDs informed. Working with the External Affairs Program, the incumbent is also called upon to provide guidance to the FAC program regarding internal communications strategies, best practices and content development. In addition, the position is responsible for coordinating with Information Resources and Technology Management (IRTM), Regional ARDs, and FAC staff to ensure development of content for FAC's intranet site. The position serves as executive editor of the FAC program's electronic publication, Eddies, providing overall editorial guidance and oversight for the publication. The incumbent manages internal and external communications through strategic outreach, and develops the content used by the FAC in educating and informing the public about the work of the program and why it is important. The incumbent also works to develop and enhance partnerships with the States, Tribes, NGOs, to better conserve and protect the Nation's aquatic resources and and enhance the ability of the Fish and Aquatic Conservation Program to meet the Service's goals and objectives. Utilizes the guidance provided by the National Fish Hatchery System Volunteer Act of 2006 and the Service's Friends Policy, develops partnerships and works to engage and educate the public (especially youth) in FAC's conservation mission.

Provides leadership and supervision for Branch staff and effective and efficient administration of the Branch in all areas. This includes providing Branch direction, establishing a team attitude of adhering to high professional standards, requiring that completed staff work is timely, accurate, of high quality, and attracting and retaining highly qualified candidates to fill vacancies in the Branch.

Supervisory responsibilities include, but are not limited to: assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees; evaluating work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters; interviewing candidates for positions in the Branch; recommending appointment, promotion, or reassignment to such positions; hearing and resolving complaints from employees, referring grievances and more serious unresolved complaints to a higher level supervisor or manager; effecting minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifying developmental and training needs of employees (i.e., Individual Development Plans), arranging and approving needed development and training for staff; finding ways to improve production or increase the quality of the work directed; ensuring all subordinate staff have position descriptions that are current and adequately reflect duties and responsibilities being performed; developing performance standards; completing periodic employee appraisals; and recommending Branch staff awards based on performance and special achievements.

Qualifications

Only experience and education obtained by 08/07/2020 will be considered.

To qualify, you must possess at least one year of full -time specialized experience comparable in difficulty and responsibility to the next lower level (comparable to GS-13) in the Federal Government. Your experience must have been related to the work of the position to be filled and provided you with the knowledge, skills and abilities to successfully perform Supervisory Public Affairs Specialist assignments and duties. You must have direct experience in all of the examples listed below to meet the minimum qualifications for this position. Examples include: serving as an organization's liaison to media on national, state, and/or regional issues related to natural resource conservation, performing a full range of supervisory/managerial duties over assigned staff of an organization, developing collaborative relationships with individual partner organizations to broaden existing natural resources conservation and environmental education programs, developing written outreach and educational materials in order to promote public awareness related to natural resource conservation and preparing focused key communications messages utilizing various forms and tools of communication. Experience must be clearly reflected in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
