About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-W4GVAA USA HQ COMM ELECT CMD. Serves as a senior intelligence specialist and advisor within the Intelligence Branch, Intelligence/G2.

Duties

Help
  • Serve as an intelligence and threat support analyst and advisor on C4ISR capability development threat matters.
  • Initiates, interprets, reviews, researches, develops and recommends intelligence and threat data judgments in conformance with DoD and DA directives and regulations.
  • Responsible for the production and dissemination of assigned C4ISR Validated Online Lifecycle Threat (VOLT) reports and/or other threat products.
  • Ensures that the data and threat positions developed are disseminated in a timely manner, understood, and employed in C4ISR design and development decisions.
  • Coordinate involvement/contributions of national agency counterparts to ensure that national intelligence assets are effectively tasked for delivery of finished, reliable, and validated intelligence and threat products in support of C4ISR programs.
  • Participate in Threat Accreditation Working Groups, Threat Steering Groups, intelligence coordination meetings, and other gatherings which bring together IC Subject Matter Experts and C4ISR Program/Product Managers, developers and system engineers.
  • Assist in Intelligence Mission Data (IMD) determinations and the development of Life-cycle Mission Data Plans (LMDP) as required through the systems' acquisition life-cycle in accordance with DoDD 5250.01.
  • Provide acquisition threat intelligence support to technology security/protection initiatives for supported C4ISR programs and sensitive technologies.
  • Maintain situational awareness of the current threat environment facing C4ISR capabilities, people, information and technologies and reviews.
  • When required, incumbent is responsible for the integration of threat into program artifacts, including the Test and Evaluation Master Plan (TEMP) and Threat Test Support Plans (TTSP) supporting Developmental Test (DT).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Incumbent must be able to obtain and maintain a TOP SECRET security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
  • This position requires some temporary duty travel (TDY) generally not to exceed 10% of normal duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes 1) Working with collection and/or processing of intelligence and threat support related to force protection. 2) Producing threat documents and briefings. 3) Working in a wide range of Intelligence disciplines including current intelligence analysis and Intelligence Threat related to Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12 level).

You will be evaluated on the basis of your level of competency in the following areas:

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Education

  • TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment.
