Duties

Help

As a Geodesist, you will perform the following duties:

  • Lead the maintenance and improvement of the National Geodetic Survey’s Online Positioning User Service (OPUS) for processing and adjusting raw Global Navigation Satellite System (GNSS) data collected on passive or active marks. In addition, lead the development of OPUS so that it can also work with other types of geodetic observations, such as gravity, leveling, distance, angle, time or velocity measurements.
  • Write, test, maintain and refine GNSS data processing software in order to improve station positioning accuracy, GNSS orbit estimation, and reference frame maintenance. Conduct software maintenance by developing, testing, debugging and refining NGS software to improve the monitoring of Continuous Operating Reference Stations (CORS) and the determination of orbits.
  • Maintain and improve the relevant NGS toolkit components such as PAGES, GPSCOM, HTDP, ADJUST, etc., used by OPUS to compute geodetic positions consistent with the National Spatial Reference System.
  • Serve as a subject matter expert and advisor by presenting talks and facilitating discussions for the public, constituents, and organization staff about how the OPUS web tool works and the status of current and planned updates. Provide advice on the creation of outreach materials and disseminate the results of reference frame and GNSS research at various national and international meetings and in scholarly journals.

NOTE: These duties are described at the full performance level of the ZP‐4; the ZP‐3 is developmental leading to such performance.

This position requires a Moderate Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.  

The ZP-4 is equivalent to the GS-13/14.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 1372 series:

EDUCATION:

A. Degree: geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus.

OR.  

B. Combination of education and experience ‐‐ course work as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: 

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. 

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP‐3 or GS‐11 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP‐2 or GS‐09 in the Federal service. Specialized experience MUST include all of the following:

  • Using computer programming languages, spatial database software and/or Geographic Information System software (such as C, C++, Matlab, Python, Fortran, Java, Oracle, ArcGIS, QGIS, etc.) that are used to perform geodetic data analysis or used to develop geodetic models;
  • Assisting with the maintenance, testing or development of geodetic software in order to refine and maintain modeling programs; and
  • Disseminating information about geodetic products to internal and external partners.

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of two years is qualifying for combination.

To qualify at the ZP‐4 or GS‐13 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZP‐3 or GS‐12 in the Federal service. Specialized experience MUST include all of the following:

  • Utilizing scientific or engineering computer programs to perform geodetic data analysis and develop geodetic scientific models;
  • Testing geodetic software used in modelling programs to ensure programs are functioning at full capacity; and
  • Developing and presenting global navigation satellite system and related technical information to a variety of audiences.

CTAP applicants MUST submit the following documents:

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to lead the maintenance and improvement of the National Geodetic Survey’s Online Positioning User Service (OPUS) for processing and adjusting raw Global Navigation Satellite System (GNSS) data collected on passive or active marks. In addition, lead the development of OPUS so that it can also work with other types of geodetic observations, such as gravity, leveling, distance, angle, time or velocity measurements.
  • Ability to maintain, develop, test, debug, and improve software and related geodetic services
  • Ability to conduct problem resolution during application programming, testing, and post implementation production.
  • Ability to act as a subject matter expert on OPUS.
