Summary

Serves as a Telecommunications Engineer for the Ground System Integration Branch of the Launch Services Program (LSP) located at Kennedy Space Center, Florida. Works with the NASA Spacecraft to get commercial launch vehicle connectivity for Video, Voice and Data transported over a network.

Simply put: Works all launches from US soil from robotic Mars rovers to commercial crew going to the International Space Station.

Duties

Help
  • Designs, engineers, tests, operates, and maintains pre-launch and launch telecommunication software/hardware ground data systems for the Launch Services Program.
  • Performs systems analysis, development of specifications, and implementation of software/hardware to fulfill Launch Services Program (LSP) requirements for communication systems. Software/hardware encompasses networking such as MPLS, VLANs and QoS.
  • Interfaces with launch providers, spacecraft, and telecommunications service providers to design critical systems for spacecraft processing and launch operations.
  • Interfaces with launch conductors, test directors, and launch management during operations to troubleshoot and resolve anomalies and system failures in real-time.
  • Works with system administrators on IT Security to ensure solutions continue to comply with federal laws, regulations, policies and standards.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

In addition to the basic education requirement, you must have one year of specialized experience equivalent to the next lower grade level, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-11: In addition to the basic education requirement, one of the following requirements below must be met.

One year of professional experience in an appropriate field at least equivalent in difficulty and responsibility to GS-9 level work in the Federal service within or closely related to applying the theory of networking, telemetry, fiber optic transport, video and voice processing systems or experience supporting software development; or

Completion of all requirements for a doctoral degree (Ph.D. or equivalent) in an appropriate field; or

Completion of three full academic years of graduate education in an appropriate field; or

Have an equivalent combination of experience and graduate education.

To qualify for the GS-12: In addition to the basic education requirement, one of the following requirements below must be met.

Specialized experience includes performing duties such as applying theories, principles, processes to assist with networking, telemetry, fiber optic transport, or video and voice processing systems supporting communication technology or systems; experience supporting software development and working with various networks (i.e., LANs, WANs, WLANs, SANs, and VoIP networks).

To qualify for the GS-13: In addition to the basic education requirement, one of the following requirements below must be met.

Specialized experience includes performing duties working with the application of theories, processes and systems to research and develop communication technology or systems using networking, telemetry, fiber optic transport, video and voice processing; experience with software development and working with various computer networks including LANs, WANs, WLANs, SANs, and VoIP to support communication systems.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus
