Duties

Help
  • Provides leadership, direction and oversight in accordance with State Director's policies and decisions to the statewide programs in natural and cultural resources, lands and planning.
  • Coordinate with interdisciplinary teams to ensure cooperative relationships and effective information sharing.
  • Represents the State Director/ Associate State Director in policy/program direction with the district offices, state and local governments, other federal agencies and stakeholders.
  • Responsible for reviewing and approving programming/budgeting plans for division functions, district budget allocations, and planning programs of work for state level resource programs within the division's area of responsibility.
  • Develop and maintain working relationships with national, regional and state level non-governmental groups with interest in divisions responsibility areas.

Qualifications

The following specialized experience and/or education is required for the grade(s) specified.

For the GS-15 level:
One (1) year of specialized experience equivalent to GS-14 level as a State Office Branch Chief, District Manager, or similarly related position in public land management. Demonstrated examples of experience: Expertise in the nature, use, and management of varied land related resources; experience in personnel management principles and techniques; directing comprehensive and complex program reviews; monitoring and controlling program progression and effectiveness through analysis of policies, directives and organizational short and long range goals;establishing priorities and determining resource needs to meet program objectives to include budget projections.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is largely sedentary, although there are occasional field trips that involve physical activity in irregular terrain and varied climatic conditions.

Work Environment: The work is usually performed in an office or meeting setting. Some discomfort and risk (extreme heat or cold, exposure to fire) is encountered on occasional field trips.

Ten percent of time is spent on field trips to Nevada field offices where in both field and office settings, programs are reviewed and key decisions coordinated with Field Office management. Conditions in the field vary with Nevada's seasonal weather changes.

Education

There are no substitutions of education for experience at the GS-15 level.
Candidates must meet all qualification requirements as identified in the OPM Qualifications Standards Handbook.. This position is under the Administrative and Management Qualification Standards, series 0340.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
