Duties

Help

As a GS-15, Program Manager (Procurement), you will:

  • Represent and support the Assistant Director, OTSAM and Procurement/Project Management Division Director, in exercising responsibilities and authorities assigned to the organization with regard to DOE-EM assigned projects for major source selections.
  • Develop, oversee, and discuss pending contract activities with integrated project team, contract management, site staff and DOE Headquarters on procurement matters for completeness and validity of contract actions.
  • Identify, review, strategize, and analyze actual or potential procurement planning, technical support, and project management/execution problems; recommend and/or negotiate with CBC staff, supported site managers and staff, and major contractors on resolution and implementation of effective solutions.
  • Oversee the coordination and administration of source selection activities consistent with guidance contained in DOE Acquisition Guide, Chapter 15.1, to include, but not limited to, leading a large and diverse team through all phases of the source selection process, and lead successful collaboration with and briefings to senior-level DOE personnel throughout the procurement process.
  • Develop innovative problem-solving techniques to resolve complex-wide procurement planning and execution issues and concerns.
  • Lead and participate on special focus project teams and ad hoc committees related to procurement management and technical support initiatives.

The work is primarily conducted from an office location in Cincinnati, Ohio and/or remotely from EM field sites, but occasional travel to other U.S. Department of Energy Sites located throughout the United States will be required

SPECIALIZED EXPERIENCE REQUIREMENTS

To qualify for the GS-15 level, your resume must clearly demonstrate that you have one year of specialized experience to at least the GS-14 level in the federal service working on complex service-type source selections over $100M in a chairperson and voting member capacity. Qualifying experience includes the following types of tasks performed on a regular and recurring basis: (1) Providing sound technical and business advice and delivering decision briefings to senior level management officials acquisition law, regulations, policies, procedures, and statutes for major source selections; (2) Leading, planning, negotiating, and overseeing the procurement of highly complex environmental clean-up services and/or programs; and (3) Guiding the full range of pre-award procurement activities including acquisition planning, solicitation development, and proposal evaluation for large and complex service-type requirements.

  1. KSA 1: Knowledge of the principles, practices, and procedures related to all aspects of life cycle planning, project management, and project execution, policies, guidelines, instructions, procedures, scheduling and risk management systems, and other documents pertaining to planning, management, and execution across environmental clean-up projects.
  2. KSA 2:  Ability to gather, assemble, correlate, and analyze problems and factual data, draw sound conclusions, and make recommendations associated with improving the efficiency of work methods, procedures, and management control systems, in order to obtain optimum results, accomplishing within tight time constraints and limited resources.
  3. KSA 3: Skill in analyzing planning and project management/execution relationships to ensure proper integration of activities of supported sites and major contractors on requirements and issues.
  4. KSA 4: Ability to communicate effectively in a variety of situations, requiring sophisticated reasoning, identification of subtle issues, and the ability to determine appropriate courses of actions quickly and articulating clearly.
  5. KSA 5: Skill in prioritizing competing requirements, to maximize effective use of limited resources to meet the mission.

You will be evaluated for this job based on how well you meet the qualifications above.
