Summary

This position is located in the Eastern Compliance Assurance Branch (ECAB) of Animal Plant Health Inspection Services (APHIS), Biotechnology Regulatory Services (BRS), Regulatory Operations Program (ROP).The purpose of this position is to provide support to the biotechnology compliance program, which may include performing inspections, analyzing information from inspections and reports submitted by regulated entities, and evaluating and enforcing compliance with federal regulations.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Participate in the development, implementation, evaluation, and continuous improvement of the BRS compliance program activities to ensure efficient and effective program operations.
  • Perform BRS inspections, review and analyze pertinent data and documents, and make determinations regarding compliance incidents that are scientifically and legally sound.
  • Ensure transparent and professional communication and documents work, using plain language to complete reports and correspondence.
  • Maintaining assignment records, monitoring the status of assigned work, and ensuring completion of tasks within established timeframes.
  • Responsible for data analysis, compiling data from applications, inspections, and reports submitted by regulated organizations.
  • Audits authorization (permits and notifications) files for required reports and notices and ensures required reports and notices are provided by regulated organizations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to the basic requirements applicants must meet the following:

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Conducting inspections to assess compliance with federal requirements and established protocols.
  • Interpreting laws, regulations, and practices associated with regulatory compliance processes and procedures.
  • Performing assignments that involve coordinating and planning, as well as resolving non-routine, or controversial problems.
Note: There is no education substitution for this grade level.

TRANSCRIPTS are required if:
  • This position requires specific coursework or a degree in a specific field to be basically qualified.
  • This education must have been successfully completed and obtained from an accredited school, college, or university
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.   • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
