Summary

The DOJ OIG is seeking an experienced, highly motivated Senior Counsel providing critical insight and guidance on investigation matters of the OIG's highest priority investigations. An ideal candidate has significant experience providing legal/policy recommendations to high level officials on a variety of issues, often highly sensitive in nature involving high level government officials; reviewing a variety of reports; and serving as a liaison/representative to internal/external stakeholders.

Help

The Senior Counsel to the Inspector General (IG) uses a demonstrated understanding of or familiarity with the workings of the DOJ to serve as a senior legal and policy advisor to the IG and Deputy Inspector General (DIG) on a variety of issues. In this capacity, the Senior Counsel to the IG:

- Provides legal and policy recommendations based upon research, analysis, and the evaluation of expert information to advise the IG on matters affecting the mission of the OIG and the efficiency of the DOJ.
- Oversees, reviews, and edits OIG reports and correspondence, including OIG audits, inspections, investigations, special reviews, semiannual reports, Congressional reports, and other reports.
- Provides insight and guidance on critical investigation matters; monitors and provides guidance to investigators handling the OIG's highest priority and most sensitive investigations; and identifies issues in cases that need to be addressed.
- Serves as a training resource for the OIG's Investigations Division, identifying areas in which OIG investigators can improve their abilities.
- Serves as a front office liaison for the OIG's Investigations, and Oversight and Review Divisions for expert advice and guidance about investigative methods and strategies in the OIG's most high-profile matters; and serves as the DOJ OIG liaison to the interagency grant fraud working group, which entails interacting with senior officials across the government on policy matters, best practices, and case strategies associated with a significant enforcement priority of all federal OIGs and the DOJ.
- Serves as a representative for the OIG with high level officials within and outside the DOJ, other federal agencies, and the private sector.

Qualifications

Qualification requirements for this position include:

- A J.D. from an accredited law school.
- A current member in good standing of the bar of any state or territory of the United States, the District of Columbia, or Commonwealth of Puerto Rico.
- At least 5 years post-J.D. legal experience.All requirements must be met by the closing date of this announcement.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Please be sure to address each of the following MTQs. MTQ statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. Limit to one page per MTQ. Incomplete applications will be ineligible for further consideration.

MTQ #1: Demonstrated experience conducting and advising investigators and agency or organization leadership on broad, complex investigations from an Office of the Inspector General, Internal Affairs, Professional Responsibility, or comparable office; substantial experience performing extremely complex legal analysis to draw well-supported conclusions; and the ability to communicate effectively orally and in writing.

MTQ #2: Demonstrated experience advising and supporting investigators in organizing, drafting, and editing complex investigative reports; outstanding writing, editing, and collaborative communication skills; the ability to communicate effectively and authoritatively with investigative subjects, victims, and witnesses, or their counsel.

Interagency Career Transition Assistance Plan (ICTAP).
