Summary

The incumbent serves as the Deputy Assistant Inspector General for Inspections (DAIGI) in the Office of Inspector General (OIG) of the Department of State (Department). OIG has statutory oversight responsibility covering the Department and the US Agency for Global Media (USAGM). This oversight responsibility includes conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries of all overseas and domestic organizational entities of these organizations.

Duties

Help

The Office of Inspector General, Office of Inspections (OIG/ISP) is responsible for implementing the worldwide inspection program as mandated in the Foreign Service Act of 1980. OIG/ISP applies risk management principles to plan and conduct inspections and identify areas for review. Inspections of U.S. missions and constituent posts cover all aspects of the organization including assessments of leadership, foreign policy implementation, public diplomacy, information management, program and grants management, consular operations, and security and management support activities. Inspections of domestic bureaus or their subordinate offices examine the implementation of Department policies, the bureau or operating unit’s impact on the Department, the control and management of resources, the management of overseas posts or regional offices, and compliance with the Department's domestic security standards. The office also conducts compliance follow-up reviews to examine the implementation of recommendations from earlier inspections. The office also inspects  USAGM programs and operations. Reports of  inspections are submitted by the Inspector General to the Secretary of State and over a dozen committees in Congress.

As the DAIGI, the incumbent fully participates with and assists the Assistant Inspector General for Inspections (AIGI) in directing the operations and activities of inspection teams. This includes the following specific responsibilities:

  • Assisting and participating with the AIG in leading, directing, and managing the operations of ISP as carried out by staff assigned to inspection teams performing inspections of Department and USAGM programs and operations.
  • Reviewing and approving draft inspection reports prior to submission to the AIG to ensure that findings are properly documented, that well-founded recommendations are made, and that the inspection conforms to OIG/ISP standards and the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation (Blue Book).
  • Ensuring draft inspection reports promote the effective implementation of foreign policy goals and objectives, as well as the most economical, efficient, and effective use of resources by the Department and USAGM.
  • Assisting the AIG in leading, directing, and managing strategic planning, as well as preparing ISP’s budget justifications.
  • Assigning and directing ISP staff and inspection teams composed of Civil Service, Foreign Service, and Re-employed Annuitants. The DAIGI serves as a senior member of the OIG's team and as OIG's expert in the conduct of inspections.
  • Assisting in the development and implementation of policies and procedures governing the conduct of inspections, other evaluations, and special inquiries, as required.
  • Directing the formulation of questionnaires, risk checklists, and risk methodologies for conducting inspections.
  • Carrying out broad-based planning and management of activities to ensure that program objectives are accomplished and comply with laws, regulations, security provisions, policy decisions, and other requirements. The incumbent works to continuously improve the quality of inspections and inspection products and to promote further economy and efficiency in the conduct of inspections.
  • Directing the planning and performance of special reviews or projects of extreme sensitivity involving high-level officials, matters attracting significant congressional or media attention, internal affairs, or issues having an impact on national programs and policies.
  • Working collaboratively with other OIG offices on joint projects that will enhance OIG’s oversight efforts.
  • As appropriate, representing ISP and OIG with members of Congress and other high-ranking officials.

  • One year probationary period unless excepted by regulation.
  • Must be able to obtain and maintain a Top Secret Security Clearance.
  • U.S. Citizenship is required.
  • Requires an annual financial disclosure statement, OGE-278.
  • Incumbent will be subject to random drug testing.

The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

RESPONDING TO EXECUTIVE CORE QUALIFICATIONS (ECQ) AND MANDATORY TECHNICAL QUALIFICATIONS (MTQ):

When responding to the ECQs and MTQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the MTQs and the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives, level of contacts, and results of your actions.

You should limit your narrative to two pages per MTQ and ECQ. Applicants who use "see resume" as a response will not receive consideration for this position.

A. Executive Core Qualifications (ECQ):

  • are currently serving under a career Senior Executive Service (SES) appointment, 
  • are eligible for reinstatement into the SES, or
  • have successfully completed a SES Candidate Development Program approved by OPM,

 B. Mandatory Technical Qualifications (MTQ):

For this position ALL applicants must address each of the following MTQs:

  1. Demonstrated ability to plan, manage, and oversee major highly sensitive inspections, evaluations, or audits of organizations and functions in accordance with applicable professional standards, such as the CIGIE Quality Standards for Inspection and Evaluation.
  2. Demonstrated experience leading, mentoring, motivating, and appraising a large, diverse staff, through multiple direct reports and subordinate supervisors, to meet program goals and objectives within available resources.       
  3. Demonstrated ability to communicate effectively orally and in writing with high-level Government officials including the highest level of organizational management, representatives of interagency groups, and audiences varying widely in background, experience, and level of understanding on the results of inspections which may be sensitive, controversial and complex.
